Subject: Council Red File Zoning Regs
Councilman Carter had some questions regarding the Zoning Regulations Amendments (PHI) on the November 15th City
Council agenda. We've responded to each question below as a red file. Please let me know if you need more
information.
PH1 -15
How was 1250 feet developed as "reasonable walking distance "?
Does this subsection 7 refer just to downtown residential or does it refer to any downtown use?
The 1250 foot distance for off -site parking is currently utilized by the City of Ventura and Santa
Barbara and is considered to be a "reasonable walking distance" by parking experts such as Donald
Shoup. In downtown San Luis Obispo this distance is approximately 3 blocks. The original staff
recommendation was actually 1000 feet, however the Planning Commission wanted to introduce
additional flexibility by including the wording "reasonable walking distance" and to place the maximum
at 1250, therefore allowing some discretion through the use permit process.

I don't understand the purpose of adding "from the public right -of -way that abuts the front yard."
Was there any consideration given to a standard less than "completely screened "?
The proposed language is to ensure that the trash receptacle screening requirement applies only to
the front yard and not the side yard or rear alleyways. The proposed wording clarifies that the
screening requirement is aimed at the primary street frontages in neighborhoods. There wasn't
consideration of a standard for less than "completely screened ". The requirement for complete
screening was added by the Council during last year's Zoning Amendments (September 7, 2010).

At the meeting, please walk us through the intent of the changes in this chapter.
These changes are the final implementation of the changes to the Growth Management policies of
the General Plan and Zoning Regulations that were approved by City Council in May of 2010
(Resolution 10191 and Ordinance 1550). No additional changes are proposed — this is simply
incorporating the previously made changes into the revised Zoning Regulations. Staff will be ready to
discuss this at the meeting, if needed.
PH 1 -30
Has it been confirmed that there are no churches currently providing more than 30 days during the year of overflow
shelter?
According to their annual calendar, there are no churches in the Interfaith Coalition that provide an
overflow homeless shelter in excess of 30 days. Staff has not received any complaints from the
public that the 30 -day limit has been violated.

At the meeting, please walk us through the intent of this pilot program. ICED FILE

ThE intent of the pilot program is to determine whether there is sufficit;;nt demand to permanently
accommodate overnight parking in City parking facilities. The pilot program will also help the City
determine potential maintenance and security issues that may be associated with overnight vehicle
parking. Staff will be ready to discuss this more at the meeting.
