HomeMy WebLinkAbout06-11-2015 MinutesCouncil Minutes City Hall, 990 Palm Street, San Luis Obispo Thursday, June 11, 2015 Special Meetings of the City Council CALL TO ORDER A Special Meeting of the San Luis Obispo City Council was called to order on Thursday, June 11, 2015 at 4:00 p.m. in the Council Chambers, located at 990 Palm Street, San Luis Obispo, California, by Mayor Marx. ROLL CALL Council Members Present: Council Members Dan Carpenter, Carlyn Christianson, Dan Rivoire, Vice Mayor John Ashbaugh, and Mayor Jan Marx. Council Members Absent: None City Staff Present: Katie Lichtig, City Manager; Christine Dietrick, City Attorney; Michael Codron, Assistant City Manager; and Anthony Mejia, City Clerk; were present at Roll Call. Other staff members presented reports or responded to questions as indicated in the minutes. PLEDGE OF ALLEGIANCE Vice Mayor Ashbaugh led the Pledge of Allegiance. BUSINESS ITEM /BUDGET WORKSH B1. PRELIMINARY 2015 -17 FINANCIAL PLAN Finance and Information Technology Director Padilla reviewed the proposed changes to the Preliminary Budget from the June 9, 2015 Special City Council meeting. By consensus, Council agreed to have the proposed expenditures included in the Preliminary 2015 -17 Financial Plan. City Manager Lichtig, Public Works Director Grigsby, and Supervising Civil Engineer Athey narrated a PowerPoint presentation entitled "Preliminary Budget Review, Capital Improvement Plan" and responded to Council inquiries. San Luis Obispo Citv Council Minutes of June 11. 2015 Paize 2 Amy Kardel, Chair of the Revenue Enhancement Oversight Commission (REOC), San Luis Obispo, stated that the REOC provided direction to staff on the capital investments vs. operating cost split; advised that it was the intent of REOC to make a nexus on the purpose of Measure G and the proposed expenditures. Kathi Settle, Chair of the Jack House Committee (JHC), San Luis Obispo, urged Council to include the removal of the Jack House elevator in the Capital Improvement Plan (CIP); spoke on her experience working at the Jack House and serving on the committee. Katchy Andrews, San Luis Obispo, thanked Council for the improvements at the Jack House including painting the house, restoring the gazebo, and the ADA compliant restroom; spoke in favor of using matching funds for the removal of the elevator shaft. Myron Amerine, San Luis Obispo, spoke in support of the preservation of the Open Space Program and Bicycle Transportation Plan implementation budgets; expressed gratitude for the proposed bicycle and pedestrian improvements; addressed the need to resurface Palm Street. Jaines 1'app, San Luis Obispo, urged Council to support the removal of the Jack House elevator shaft and to restore the house to its original design; spoke on the mission of the Friends of the Jack House and docents. Darrell Goo, YMCA Roller Hockey Task Force, San Luis Obispo, spoke in favor of resurfacing the Ken Hampian Roller Hockey rink. In response to public comment, Public Works Director Grigsby stated that the resurfacing of the roller hockey rink is part of the Parks Major Maintenance and Repairs program. Following discussion, Council made no additional changes to the Preliminary 2015 -17 Financial Plan. ADJOURNMENT The next Regular Meeting will be held on June 16, 2015 at 6:00 p.m. in the City Council Chamber, 990 Palm Street, San Luis Obispo, California. A public hearing will be conducted regarding the 2015 -17 Financial Plan relative. to Enterprise Funds, including parking, transit, water, and sewer. An Adjourned Regular Meeting will be held on June 23, 2015 at 5:00 p.m. in the City Council Chamber, 990 Palm Street, San Luis Obispo, California, for the purpose of considering adoption of the 2015 -17 Financial Plan. A subsequent meeting may be held on June 30, 2015 at 5:00 p.m. regarding adoption of the 2015 -17 Financial Plan, if necessary. APPROVED BY COUNCIL: 07/07/2015
