SUMMARY The project applicant, Discovery San Luis Obispo, has applied for approval of a Use Permit to operate a bowling alley/concert venue/nightclub/restaurant/bar at 1144 Chorro Street, previously occupied by Sports Authority. The proposed project includes a remodel to the exterior façade of the structure located at the corner of Marsh and Chorro Streets in the Downtown Historic District, directly adjacent to the Hotel Wineman a Master List Historic Resource and other contributing and Master list historic resources. The CHC reviewed the proposed project on June PJD ARC2 - 1 1144 Chorro Street Discovery SLO (ARCH-1376-2015) Page 2 22nd, 2015 (Attachment 4, CHC Draft Meeting Minutes) and found the project consistent with the Historic Preservation Guidelines for construction in a Historic District and recommended the ARC approve the project design subject to findings and conditions of CHC Resolution #1008-15 (Attachment 5, CHC Resolution). 1.0 COMMISSION’S PURVIEW The ARC’s role is to review the project in terms of its consistency with the Community Design Guidelines, Sign Regulations and applicable City standards. 2.0 PROJECT INFORMATION 2.1 Site Information/Setting Site Size 16,710 Square Feet Present Use & Development Vacant Commercial Retail Topography Relatively Flat Access Chorro Street & Marsh Street Surrounding Use/Zoning North: C-D-H (Commercial Uses: retail/restaurant/residential) South: C-D (Commercial Uses: retail/public parking facility) East: C-D-H (Alleyway and Commercial Uses: retail/restaurant) West: C-D-H (Commercial Uses: retail/restaurant and bar/tavern) The subject property is located along Chorro Street (Attachment 2, Vicinity Map) in the Historic Downtown Commercial (C-D-H) zone. The property is bounded by Downtown Commercial zoning on all sides. The property is adjacent to retail, restaurants, and bar/tavern uses, with some downtown upper level residences approximately 50 feet to the north. The property is in close proximity to the Marsh Street Parking Structure. The existing 16,710 square-foot site contains an existing 24,500 square foot brick commercial building with an upper level mezzanine, previously occupied by Sports Authority and formerly the Riley’s department store. The property also has access from a private alley that serves the property from Marsh Street. 2.2 Project Description The project scope involves a tenant improvement to the existing 24,500 square foot building into a bowling alley/concert venue/nightclub/restaurant/bar use. The existing structure includes a basement and a mezzanine floor that overlooks the ground floor. The concert venue/nightclub use will occupy approximately 36% of the floor area, 32% dedicated to the bowling alley use, and 32% dedicated to the restaurant/bar. The proposed exterior modifications are summarized below: • Reorganize interior space with new interior walls under the existing roof (Attachment 3, Reduced Project Plans); • Increase the gross floor area to 25,210 square-feet by adding square-footage to the upper level mezzanine; ARC2 - 2 1144 Chorro Street Discovery SLO (ARCH-1376-2015) Page 3 • Remove canvas awnings and supports; • Remove and install portions of new brick to match existing; • Remove and replace one street tree, per tree permit; • Replace existing storefront display door and window system with a dark bronze aluminum door and window system; • Install recessed outdoor dining areas along Chorro and Marsh Street; • Install new dark grey zinc panel awning and wall cladding; • Install interchangeable temporary venue event placard with gooseneck downlight fixtures. City Zoning Regulations 3.0 PROJECT ANALYSIS The proposed improvements must conform to the standards and limitations of the Zoning Regulations and Engineering Standards, and be consistent with applicable Community Design Guidelines (CDG). Staff has evaluated the project against relevant standards and guidelines and found it to be in substantial compliance, as discussed in this analysis. 3.1 Site Plan: The building occupies approximately the entire parcel, the project complies with the property development standards of the Zoning Regulations relative to height, setbacks, parking, coverage and floor area ratio (see Table 2.2 above) and no exceptions are requested (see Attachment 3, Reduced Project Plans). The Community Design Guidelines stipulate that site design should include pleasing transitions between the street and the project, the proposed project includes recessed entries and outdoor dining areas along Chorro Street and Marsh Street ARC2 - 3 1144 Chorro Street Discovery SLO (ARCH-1376-2015) Page 4 maintaining adequate space for pedestrians 1. Parking for the proposed use of the building will be considered during review of the use permit for this project (USE-1127-2015). Because the property is located within the Commercial Downtown (C-D) zone, parking requirements can be offset with payment of in-lieu fee. See Table 3.1 for the parking requirements. 3.2 Design: Neighborhood Compatibility. The Downtown Historic District has a variety of architectural styles but most structures appear to be constructed with high quality materials and attention to detail. The contemporary design of the proposed project does not detract from defining features of adjacent historic buildings or from other historic resources within the Downtown Historic District because the modifications have a limited scope, which do not change the massing and overall architectural form of the structure. The overall character of the structure is also not significantly altered with the proposed exterior modifications generally limited to what is required for the updates to accommodate the outdoor seating areas, and the contemporary modifications would not pose an aesthetically jarring transition since the portions of the building receiving the modern updates are adequately separated from nearby historic buildings. Material, Articulation, Massing. Proposed materials include; brick façade (existing and new), anthracite zinc cladding and awning system, and a dark bronze aluminum glass and door system (Attachment 3, Reduced Project Plans; sheets A4.01 & A4.02). Modifications to the west and south façade include the addition of large windows and a recessed outdoor patio for the restaurant and inclusion of a new zinc awning system. The recessed outdoor dining along Chorro and Marsh Street with by-fold doors provides an “outside-in” relationship to its surroundings that encourage pedestrian interaction on the sidewalk. The remodeled portions of the structure would reflect a more contemporary appearance 2. The proposed colors and materials 3 are consistent with building materials of the existing building and buildings throughout Downtown. Guidelines call for the use of bulkheads which are desirable in a more historic and densely developed downtown context, but are neither practical nor appropriate to the style of this 1 Community Design Guidelines Chapter 4.2.A: Street Orientation. Buildings in the downtown should be located at the back of the sidewalk unless space between the building and sidewalk is to be used for pedestrian features such as plazas, courtyards, or outdoor eating areas. 2 Community Design Guidelines Chapter 3.1.B4: Form and mass. Horizontal and vertical wall articulation should be expressed through the use of wall offsets, recessed windows and entries, awnings, full roofs with overhangs, second floor setbacks, or covered arcades. 3 Community Design Guidelines Chapter 4.2.D1.: Finish Materials. The exterior materials of downtown buildings involve several aspects including color, texture, and materials. The project is an adaptive re-use of the existing building with minimal changes to the street elevations. The proposed project is compatible with development projects in the downtown, and the project design further increase the existing building compliance with the Downtown Design Guidelines by adding recessed entry ways and recessed outdoor dining areas. 3.3 CHC Direction: At the June 22, 2015 meeting, the CHC found the project to be consistent with the Historic Preservation Guidelines and supported the overall design of the project. The CHC recommended the following directional items to be incorporated into plans submitted for final approval: Directional Item #1: Final plans submitted for ARC review shall include a compatible awning design for the south, Marsh Street Elevation. The awnings should be composed of metal or fabric in a design that is compatible with the contemporary design of the project and complementary to the historic district. Applicant Response: The proposed awning has been modified to include an awning system along the Marsh Street Elevation that compliments the contemporary design of the project by use of similar materials and provides additional shade for patrons to enjoy the recessed outdoor dining as well as potential patrons waiting in the queue for a music event. Directional Item #2: Plans submitted for ARC review shall include details on storefront systems including divider width, materials, finishes and colors. Storefront systems shall include high quality materials suitable for the downtown and complementary to the best nearby examples with materials such as metal, wood, or aluminum systems with appropriate dimensions, finish, and color. Anodized aluminum systems typically used outside of the downtown will not be acceptable. Applicant Response: The applicant has revised the material of the storefront system to a dark bronze finish aluminum material compatible with other store front materials found throughout the downtown. Directional Item #3: The plaques commemorating Riley store employees shall be retained and the project shall include the use of authentic brick. Applicant Response: The applicant has included in the plans that the memorial plaques will be re-installed after construction of the proposed modifications. The plans also indicated that the new brick materials will be installed to match the existing brick. 4.0 ENVIRONMENTAL REVIEW The project is categorically exempt under Class 32, In-Fill Development Projects; Section 15332 of the CEQA Guidelines, because the project is consistent with General Plan policies for the land use designation and is consistent with the applicable zoning designation and regulations. The project site occurs on a property of no more than five acres substantially surrounded by urban uses that has no value as habitat for endangered, rare or threatened species as the site is located ARC2 - 5 1144 Chorro Street Discovery SLO (ARCH-1376-2015) Page 6 on an existing developed property. The approval of the project would not result in any significant effects relating to; • traffic because the project does not propose any parking on the site and utilizes existing parking structures and multimodal transportation within the downtown; • noise levels do not exceed thresholds established in the City’s Noise Ordinance; • air quality does not exceed thresholds established by APCD Standards; • water quality because the site is an adaptive reuse of a commercial building and the site can be adequately served by all required utilities and public services. 5.0 OTHER DEPARTMENT COMMENTS Comments from the other departments have been incorporated into the recommended resolution as conditions of approval and/or code requirements. 6.0 ALTERNATIVES 6.1. Continue the project with direction to the applicant and staff on pertinent issues. 6.2. Deny the project based on findings of inconsistency with the Community Design Guidelines. Staff does not recommend this alternative. Public safety and land use compatibility issues have been addressed through design measures and extensive conditions of approval. CHC Resolution Included in Committee member portfolio: Project Plans Available at ARC Hearing: Colors and Materials Board ARC2 - 6 Attachment 1 RESOLUTION NO. ####-15 A RESOLUTION OF THE SAN LUIS OBISPO ARCHITECTURAL REVIEW COMMISSION REVIEW OF EXTERIOR BUILDING MODIFICATIONS TO ACCOMMODATE A NEW BOWLING ALLEY, NIGHTCLUB USE, AND RESTAURANT WITH LATE HOUR ALCOHOL SERVICES IN THE HISTORIC DOWNTOWN COMMERCIAL ZONE, WITH A CATEGORICAL EXEMPTION FROM ENVIRONMENTAL REVIEW AS REPRESENTED IN THE STAFF REPORT AND ATTACHMENTS DATED JULY 20, 2015 (1144 CHORRO STREET, C-D-H ZONE; ARCH-1376-2015) WHEREAS, the Architectural Review Commission of the City of San Luis Obispo conducted a public hearing in the Council Hearing Room of City Hall, 990 Palm Street, San Luis Obispo, California, on July 20, 2015, pursuant to a proceeding instituted under ARCH-1376- 2015, Discovery San Luis Obispo applicant; and WHEREAS, the Architectural Review Commission of the City of San Luis Obispo has duly considered all evidence, including the testimony of the applicant, interested parties, and evaluation and recommendations by the staff at said hearings. WHEREAS, notices of said public hearings were made at the time and in the manner required by law; and NOW, THEREFORE, BE IT RESOLVED by the Architectural Review Commission of the City of San Luis Obispo as follows: SECTION 1. Findings. The Architectural Review Commission hereby grants final approval to the project (ARCH-1376-2015) based on the following findings: 1. The project will not be detrimental to the health, safety, or welfare of those working or residing in the vicinity since the proposed project is consistent with the site’s zoning designation, and will be subject to conformance with all applicable building, fire, and safety codes. 2. Consistent with the City’s Community Design Guidelines, the project incorporates articulation, massing, and a mix of color/finish materials that are compatible with the neighborhood and complementary to other development in the downtown core. 3. The proposed project is consistent with the Land Use Element policy for the downtown, due to the continuous storefront along the sidewalk that includes recessed entries dining areas and includes windows, signs, and architectural details which can be appreciated by people on the sidewalks (LUE policy 4.20). 4. The proposed project is an adaptive re-use of the existing building shell with minimal changes to the street elevations. The proposed project design further increase the existing ARC2 - 7 Attachment 1 building compliance with the Downtown Design Guidelines by adding recessed entryways and recessed outdoor dining areas. 5. Since the project generates over 100 peak hour trips, the transportation division required a traffic analysis. The traffic analysis concluded that the project will not create significant transportation impacts, however, project conditions are recommended in order to implement the City Circulation Element policies and programs for Multimodal Circulation (CE 6). SECTION 2. Environmental Review. The project is categorically exempt under Class 32, In-Fill Development Projects; Section 15332 of the CEQA Guidelines, because the project is consistent with General Plan policies for the land use designation and is consistent with the applicable zoning designation and regulations. SECTION 3. Action. The Architectural Review Commission hereby grants final approval to the project with incorporation of the following conditions: Planning Department 1. Final project design and construction drawings shall be in substantial compliance with the project plans approved by the ARC and the PC. A separate full-size sheet shall be included in working drawings submitted for a building permit that list all conditions, and code requirements of project approval as Sheet No. 2 (ARCH-1376-2015 & USE-1127-2015). Reference should be made in the margin of listed items as to where in plans requirements are addressed. Any change to approved design, colors, materials, landscaping or other conditions of approval must be approved by the Director or Architectural Review Commission, as deemed appropriate. 2. Plans submitted for a building permit shall call out the colors and materials of all proposed building surfaces and other improvements on elevation drawings. 3. Plans submitted for a building permit shall include window details indicating the type of materials for the window frames and mullions, their dimensions, and colors. Plans shall include the materials and dimensions of all lintels, sills, surrounds recesses and other related window features. 4. The locations of all lighting, including bollard style landscaping or path lighting, shall be included in plans submitted for a building permit. All wall-mounted lighting fixtures shall be ARC2 - 8 Attachment 1 clearly called out on building elevations included as part of working drawings. All wall- mounted lighting shall complement building architecture. The lighting schedule for the building shall include a graphic representation of the proposed lighting fixtures and cut- sheets on the submitted building plans. The selected fixture(s) shall be shielded to insure that light is directed downward consistent with the requirements of the City’s Night Sky Preservation standards contained in Chapter 17.23 of the Zoning Regulations. 5. Mechanical and electrical equipment shall be located internally to the building. With submittal of working drawings, the applicant shall include sectional views of the building, which clearly show the sizes of any proposed condensers and other mechanical equipment. If any condensers or other mechanical equipment are to be placed on the roof, plans submitted for a building permit shall confirm that parapets and other roof features will adequately screen them. A line-of-sight diagram shall be included to confirm that proposed screening will be adequate. This condition applies to initial construction and later improvements. 6. A final landscaping plan, including irrigation details and plans, shall be submitted to the Community Development Department along with working drawings. The legend for the landscaping plan shall include the sizes and species of all groundcovers, shrubs, and trees with corresponding symbols for each plant material showing their specific locations on plans. a. Any proposed landscape lighting shall be shown on plans submitted for a building permit and plans shall clearly indicate lighting to utilize a narrow cone of light (no brighter than approximately 15 watts) for the purpose of confining the light to the object of interest. 7. The storage area for trash and recycling cans shall be screened from the public right-of- way. The subject property shall be maintained in a clean and orderly manner at all times; free of excessive leaves, branches, and other landscape material. The applicant shall be responsible for the clean-up of any landscape material in the public right-of-way. 8. The location of any required backflow preventer and double-check assembly shall be shown on all site plans submitted for a building permit, including the landscaping plan. Construction plans shall also include a scaled diagram of the equipment proposed. Where possible, as determined by the Utilities Director, equipment shall be located inside the building within 20 feet of the front property line. Where this is not possible, as determined by the Utilities Director, the back flow preventer and double-check assembly shall be located in the street yard and screened using a combination of paint color, landscaping and, if deemed appropriate by the Community Development Director, a low wall. The size and configuration of such equipment shall be subject to review and approval by the Utilities and Community Development Directors. 9. Any proposed signs are subject to review and approval of the Community Development Department and subject to a sign permit. The Community Development Department may approve proposed signs if found consistent with applicable sections of the sign regulations and provided signs are in keeping with the character and context of the building. The Community Development Director may refer signage to the ARC if signs appear to be excessive in size or out of character with the project. ARC2 - 9 Attachment 1 10. The Owner/Applicant shall defend, indemnify and hold harmless the City or its agents or officers and employees from any claim, action or proceeding against the City or its agents, officers or employees, to attack, set aside, void, or annul, in whole or in part, the City's approval of this project. In the event that the City fails to promptly notify the Owner/ Applicant of any such claim, action or proceeding, or that the City fails to cooperate fully in the defense of said claim, this condition shall thereafter be of no further force or effect. Engineering Division 11. Projects involving the substantial remodel of existing structures requires that complete frontage improvements be installed or that existing improvements be upgraded per city standard. MC 12.16.050 12. This property is located in the Mission Style Sidewalk District. Any section of damage or displaced sidewalk, curb, gutter, or driveway approach shall be repaired and replaced in the Mission Style. Any proposed new or removed tree wells shall be in compliance with the mission style sidewalk district. 13. The building plan submittal shall show all existing and proposed work within the public right-of-way. The building plan submittal shall show and note the required floor level at all existing and new doorways/landings per ADA and California Building Code requirements. The plans shall include a detailed topographic survey to show the finish floor elevations and adjoining sidewalk elevations. The City is in support of the potential use of the public sidewalk to help provide the required level landings. The curb height could be raised to help elevate the sidewalk to better match the building FF elevations. 14. The building plan submittal shall include a complete site utility plan. All existing and proposed utilities along with utility company meters shall be shown. Existing underground services shall be shown along with any proposed alterations or upgrades. All work in the public right-of-way shall be shown or noted. 15. The building plan submittal shall show all required short-term and long-term bicycle parking per M.C. Section 17.16, Table 6.5, and in accordance with standards contained in the 2013 Bicycle Transportation Plan, 2010 Community Design Guidelines, and any project specific conditions to the satisfaction of the Community Development Department. Include details and detail references on the plans for the proposed bicycle parking facilities and/or racks. The building plans shall provide a detailed site plan of any racks. Show all dimensions and clearances to obstructions per city standard. The project summary shall include the required and proposed bicycle parking accordingly: • Short-term bicycle racks of the inverted “U” design or “Peak Racks” shall be installed in close proximity to, and visible from the main entry into the building. Dimension the minimum clearances between racks shall be per city standards/adopted guidelines. • Long-term bicycle parking may consist of lockers installed either within or outside the building. As an alternative, a lockable room within the building(s) labeled and ARC2 - 10 Attachment 1 reserved for bicycle storage may substitute for bicycle lockers. Provide details and specs for bicycle lockers to the satisfaction of the Planning Division. 16. Provisions for trash, recycle, and green waste containment, screening, and collection shall be approved to the satisfaction of the City and San Luis Obispo Garbage Company. The respective refuse storage area and on-site conveyance shall consider convenience, aesthetics, safety, and functionality. Ownership boundaries and/or easements shall be considered in the final design. Any common storage areas shall be maintained by a Property Owner’s Association or other property maintenance agreement. The applicant shall provide a copy of any existing, amended, or new agreement regarding solid waste management within the off- site alley/containment area. 17. This property is located within a designated flood zone as shown on the Flood Insurance Rate Map (FIRM) for the City of San Luis Obispo. As such, any new or substantially remodeled structures shall comply with all Federal Emergency Management Agency (FEMA) requirements and the city’s Floodplain Management Regulations per Municipal Code Chapter 17.84. 18. This property is located in an AO (2’ depth) Flood Zone; the water surface or base flood elevation (BFE) of a 100-yr storm is 2' above adjacent grade. If considered a substantial remodel, then the structure must floodproofed to an elevation that is at least one foot above the BFE or 3’ above the highest adjacent grade. Additional freeboard to 2’ above the BFE may result in additional structure protection and savings on flood insurance and is strongly encouraged. This project appears to meet the FEMA definitions of a substantial remodel. 19. The building plan submittal shall show all existing and proposed floodproofing, floodgate storage areas, utility protections, etc. The building plan submittal shall include a reduced floor plan showing and noting the location and type of floodgates and the labeled floodgate storage area/room. The plan will be forwarded to the Fire Department for inclusion in their records for recurring fire inspections. 20. Improvements located within the public right-of-way or easement areas shall be shown on the building plan submittal for reference. A separate encroachment permit will be required from the Public Works Department for any work or construction staging located within the public right-of-way or public easement areas. 21. The building plan submittal shall show the required street trees. Street trees are required at a rate of one 15-gallon street tree for each 35 linear feet of frontage. The City Arborist shall approve the tree species and planting requirements. Street tree plantings shall comply with City Engineering Standards for this Downtown location. 22. Tree protection measures shall be implemented to the satisfaction of the City Arborist. The City Arborist shall review and approve the proposed tree protection measures prior to commencing with any demolition, grading, or construction. The City Arborist shall approve any safety pruning, the cutting of substantial roots, or grading within the dripline of trees. A ARC2 - 11 Attachment 1 city-approved arborist shall complete safety pruning. Any required tree protection measures shall be shown or noted on the building plans. Building Department 23. Occupant load calculations for the event venue appear to show a total of 511 occupants, please note that an occupant load of 501 will require three means of egress. Utilities Department 24. The property’s existing sewer lateral to the point of connection at the City main must pass a video inspection, including repair or replacement, as part of the project. The CCTV inspection shall be submitted during the Building Permit Review Process for review and approval by the Utilities Department prior to issuance of a Building Permit. MINUTES: Minutes of May 26, 2015, were approved as presented. PUBLIC COMMENTS ON NON-AGENDA ITEMS: There were no comments from the public. DISCUSSION: Design Review Workshop – Feedback & Discussion Senior Planner Leveille summarized the activities that took place at the joint Design Review Workshop held for the Architectural Review Commission and Cultural Heritage Committee on June 10-11, 2015. Committee Member Baer commented that some of the presentation materials seemed poorly planned or reproduced; noted that the inclusion of community members and Council members added significantly to the value of the experience. Committee Member Papp commented that the inclusion of CEQA and Secretary of Interior Standards training would have been helpful. Papp noted his recent attendance at an Architectural Review Commission meeting; stated that the presence of CHC members at that meeting was well-received and effective. The Committee discussed ways in which the Committee’s recommendations may be more fully or usefully communicated to higher Advisory Bodies and the Council. Vice-Chair Brajkovich commented that the workshop was valuable; stated that increased advertisement of future workshops would be helpful for the public. PUBLIC HEARING ITEMS: 1. 1144 Chorro Street. ARCH-1376-2015; Review of exterior building modifications in the Historic Downtown District, with a categorical exemption from environmental review; C-D-H zone; Discovery San Luis Obispo, applicant. Attachment 4 ARC2 - 27 Draft CHC Minutes June 22, 2015 Page 2 Kyle Bell, Assistant Planner, presented the staff report, recommending that the Committee find the project consistent with the Historic Preservation Guidelines and recommend that the Architectural Review Commission approve the project design based on findings and subject to conditions which he outlined. In response to Committee Member Papp, Senior Planner Leveille clarified that the Committee’s purview includes recommendations regarding the use of specific materials, when based on consistency with historical guidelines. Mark Rawson, property owner representative, summarized the project to date; noted that finding an appropriate use for the site has taken some time; clarified that the amount of sidewalk dining encroachment varies depending on the width of available sidewalk. Jeremy Pemberton, applicant representative, summarized the various components of the use proposed for the site and its target clientele; noted commitment to thorough renovation and use and preservation of high-quality materials. PUBLIC COMMENTS: There were no comments from the public. COMMITTEE COMMENTS: Committee Member Baer commented that the aesthetic appears somewhat dark overall; noted that windows that extend to the ground, and the lack of upper-story windows, appears to conflict with design guidelines. Member Baer spoke in support of the inclusion of brick and zinc elements; noted that the effect of wood elements imparts a dark look, and that the aesthetic appears incongruous with many surrounding buildings. Committee Member Papp spoke in support of the project as a sensitive treatment of the building, removing stucco to expose brick and installing awnings along Marsh Street; commented that the potential for façade improvements is quite limited by the existing building construction, which is an example of a mid-century modern building, although not a good one. In response to inquiry from Committee Member Papp, Mr. Rawson clarified that the plaques commemorating Riley’s Department Store employees would remain in place. Senior Planner Leveille clarified that staff’s recommendation of the proposed architectural styling was intended to avoid conjectural elements, and was made in consideration of the scope of the project which includes a tenant improvement to accommodate the change in use. Vice-Chair Brajkovich spoke in support of the proposal as an adaptive re-use project; commented that concerns about historic guidelines regarding the treatment of upper fenestration, articulated roofing, etc., do not need to be an issue given the architecture of the building. On motion by Committee Member Kincaid, seconded by Committee Member Papp, to find the project compatible with the Downtown Historic District and consistent with the Historic Preservation Guidelines and recommend that the Architectural Review Commission approve the project subject to recommended conditions of approval in the draft resolution and including the following condition: Directional Item #3. The plaques commemorating Riley store employees shall be retained and the project shall include the use of authentic brick. ARCH-1170-2015; Review of remodel and addition behind a residence that is a Contributing List Resource in the Old Town Historic District; R-3-H zone; Lesa Jones, applicant. (Continued to a Date Certain – July 27, 2015) Senior Planner Leveille noted that staff recommended continuation of consideration of this application to the July 27, 2015, meeting of the Committee. This item was continued by general consent of the Committee. The motion passed on a 4:0 vote. 3. Staff a. Agenda Forecast Senior Planner Leveille gave a forecast of upcoming agenda items, including a joint meeting of the Architectural Review Commission and Cultural Heritage Committee scheduled for July 13, 2015, to review a mixed-use project adjacent to the Jack House. The Committee discussed the need to verify there will not be potential conflicts of interest for the joint meeting that may arise from members’ involvement with the Jack House. 4. Committee In response to inquiry from Committee Member Papp, Senior Planner Leveille clarified that the Committee may make recommendations regarding issues such as building height, if the recommendation can be made within the scope of the Attachment 4 ARC2 - 29 Draft CHC Minutes June 22, 2015 Page 4 Committee’s purview of the Historic Preservation Ordinance; and, he clarified that the CHC’s scope was more limited with the recent action on the project at 1921 Santa Barbara Avenue because of a previous action of the CHC on the project; and that it was an unusual project from a process standpoint.
