HomeMy WebLinkAbout07-21-2015 C3 GrigsbylA-00-ft Council Memorandum July 20, 2015 JUL 21 2015 TO: City Council FROM: Daryl Grigsby, Director of Public Works COUNCIL MEETING: 07 %,7/ / VIA: Katie Lichtig, City Manager ITEM NO.: --,6A SUBJECT: Mission Plaza Assessment and Master Plan RFP Via an email received July 19, 2015, Mr. Allan Cooper of Save Our Downtown, brought to the City's attention that the Mission Plaza Assessment and Master Plan (Master Plan) RFP does not contain a workscope item to "address height, setback and view requirements for buildings bordering Mission Plaza." Mr. Cooper is requesting the staff report be pulled from the Consent Agenda, so his concerns could be added to the RFP tasks. Staff agrees those are important concerns, but the effort to update the Downtown Concept Plan is a more appropriate forum. Mr. Cooper's comments are important, and exceed the Master Plan scope. The Master Plan will focus on Plaza events, infrastructure, and amenities. Therefore, staff believes that building form and views would be better addressed as part of the update to the Downtown Concept Plan. The Downtown Concept Plan will look beyond the Mission Plaza to the form of, and interrelationships between, the buildings and the public spaces in the Downtown as a whole. The Request for Proposal to update the Downtown Concept Plan is currently scheduled for Council review on August 18, 2015. Both efforts will be coordinated throughout their respective processes so that information and community input will inform development of both plans. Lastly, the list of "issues" contained in the Master Plan RFP is not all inclusive. Staff expects that additional issues and concerns will arise, which is why staff has included a number of outreach tasks. The Master Plan RFP is set up to encourage public participation in order to identify as many concerns and issues as possible. All issues and concerns, such as those stated above, will be shared between the Downtown Concept Plan Update and Master Plan teams.
