PLANNING COMMISSION MINUTES
June 24, 2015
CALL TO ORDER /PLEDGE OF ALLEGIANCE
ROLL CALL: Commissioners Hemalata Dandekar, Michael Draze, John Fowler,
Ronald Malak, Vice - Chairperson Michael Multari, and Chairperson

Absent: Commissioner William Riggs

Director - Water Aaron Floyd, Utilities Services Manager Ron Munds,
Assistant City Attorney Jon Ansolabehere, and Recording Secretary

ACCEPTANCE OF THE AGENDA: The agenda was accepted as presented.
MINUTES: Minutes of May 27, 2015, were continued.
On motion_ by Vice -Chair _Multari, seconded by Commr. Dandekar, to continue the
minutes to the next meetina. with staff to address the followina:
Item C. of the first motion made under item P1 (page 2), relating to the addition of
project Planning Condition #10, shall be revised to more closely reflect the
wording provided by the Commission at the meeting_

The motion passed on a 4:0 vote.
PUBLIC COMMENTS ON NON - AGENDA ITEMS:
There were no comments from the public.
PRESENTATION:
1. Water Supply and Drought Response Strategies
Deputy Director —Water Floyd, Utility Services Manager Munds, and Deputy
Community Development Director Davidson made a presentation; summarized the
City's current water supply standings, existing drought response strategies, and
future measures being considered.

PUBLIC COMMENTS:
There were no comments from the public.
COMMISSION COMMENTS:
Staff responded to inquiry from Vice -Chair Multari regarding water modeling
calculations, the significant time required for Whale Rock Reservoir to fill again, and the
potential for fluctuation in the ratio between commercial and residential water
consumption.
Assistant City Attorney Ansolabehere summarized the water conservation implications
of the recent Appellate Court decision regarding the unconstitutionality of certain tiered
municipal water fee systems.
Staff responded to inquiry from Commr. Fowler regarding the representation of water
conservation targets in terms of Gallons per Capita per Day (GPCD) versus Acre -Feet
(AF) used per year, and the process by which various City water sources are prioritized
for utilization, and water conservation at City facilities.
Staff responded to inquiry from Commr. Draze regarding the impacts of household size
on residential water consumption.
Staff responded to inquiry from Commr. Malak regarding the volume of the City's use of
Whale Rock Reservoir water, conservation monitoring activities required to be
conducted by the City, and the potential for water - sharing arrangements with San Luis
Obispo County.
Staff responded to inquiry from Commr. Dandekar regarding the role of ground water in
water supply contingency plans, and potential incentives for rainwater capture and gray
water re -use.
There were no further comments from the Commission.
COMMENT AND DISCUSSION:
3. Staff
a. Agenda Forecast
Deputy Community Development Director Davidson gave a forecast of
upcoming agenda items, noting that the July 8, 2015, meeting will be
cancelled.
b. Memo Regarding Upcoming Study Session on Existing Policies and
Regulations Regarding Energy & Water Conservation Efforts:

Deputy Community Development Director Davidson summarized the origins
of and planned topics for the water and energy conservation study session
scheduled for the Planning Commission's October 28, 2015, meeting.
Commr. Malak requested the inclusion of discussion regarding encouraging
no- net - increase water usage for new developments.
4. Commission
Commr. Malak noted his planned absence from the second meeting in July;
Commr. Dandekar noted her planned absence from the first meeting in August.
ADJOURNMENT: The meeting was adjourned at 7:10 p.m.
