Although the Commission will not take action on any item presented during the Public Comment Period, the Chair may direct staff to place an item on a future agenda for formal discussion. Human Relations Commission Minutes Wednesday, July 1, 2015 Regular Meeting of the Human Relations Commission CALL TO ORDER A Regular Meeting of the San Luis Obispo Human Relations Commission was called to order on Wednesday, July 1, 2015 at 5:05 p.m. in the Council Hearing Room, located at 990 Palm Street, San Luis Obispo, California, by Chair Tasseff. ROLL CALL Present: Commissioners Julia Jones, Carol Sexton*, Maria Troy, and Chair Michelle Tasseff *Commissioner Sexton arrived at 5:12 p.m. Absent: Commissioners Robert Clayton, Janet Pierucci, and Gene Strohl, Staff Present: Tyler Corey, Housing Programs Manager; Rebecca Gershow, Associate Planner; and Monique Lomeli, Recording Secretary PUBLIC COMMENT There were no members of the public desiring to speak. 1. NEIGHBORHOOD MATCHING GRANTS PROGRAM Associate Planner Gershow narrated a PowerPoint presentation entitled “Neighborhood Matching Grant Program”. The presentation provided an overview of the proposed pilot grant program including, timeline, review process, draft guidelines and key areas for Commission input. The Commission had several inquiries and input for consideration regarding the draft program guidelines. The Commission expressed their desire that grants are distributed equitably across the City. Associate Planner Gershow said outreach would be broad and inclusive, and the program has a goal of evenly distributing grant awards to neighborhoods throughout the community. She also explained that the definition of neighborhoods is intended to be flexible, noting that this is a pilot program and it is desirable to allow applicants to self-select neighborhood boundaries, as long as they can demonstrate a broad neighborhood commitment to the proposed project. She noted that the City Council will be considering the draft guidelines at their August 18th meeting and staff will report back to the Commission regarding any grant program changes in the fall. 2. REVIEW COMMUNITY DEVELOPMENT BLOCK GRANT QUARTERLY REPORT Attachment 1 City of San Luis Obispo, Title, Subtitle Human Relations Commission Minutes of July 1, 2015 Page 2 Housing Programs Manager Corey summarized the Community Development Block Grant Quarterly report. 3. CONSIDERATION OF MINUTES Motion by Commissioner Troy, second by Commissioner Jones, carried 4-0, to approve the Minutes of the Human Relations Commission meeting of May 6, 2015. COMMISSIONER COMMENTS Commissioners discussed the Grants-in-Aid selection process; expressed their desire to avoid funding the same organizations every year, noting that this funding is intended to help organizations become self-sufficient. Housing Programs Manager Corey explained that the Commission could consider changes to the grant selection process and rank funding priorities at their Community Needs Workshop meeting in September. ADJOURNMENT There being no further business, Chair Tasseff adjourned the meeting at 6:12 p.m. to the next regular meeting scheduled for Wednesday, August 5, 2015 at 5:00 p.m. in the Council Hearing Room at 990 Palm Street, San Luis Obispo. Respectfully submitted, Monique Lomeli Recording Secretary Attachment 1 CAPSLO Homeless Program Maxine Lewis Memorial Shelter and Interfaith Coalition for the Homeless Shelter Fourth Quarter Report April 1, 2015 – June 30, 2015 Contract Period: July 1, 2014 – June 30, 2015 April During the month of April 2015, the shelter programs served an average of 75 persons per night; each person received one or more nights of shelter, for a monthly total of 2,338 shelter nights. The program also served 2,338 breakfasts and 2,675 dinners. • The ICH shelter host for April 2015 was Mountainbrook. The ICH bed total for the month of April was 844. • Children used 228 bed nights this month for an average of 8 children per night. In the month of April, 81 total persons in need were turned away for a shelter bed due to over- capacity, an average of 3 persons per night. May During the month of May 2015, the shelter program served an average of 74 persons per night; each person received one or more nights of shelter, for a monthly total of 2,291. The program also served 2,291 breakfasts and 2,684 dinners. • The ICH shelter host for May 2015 was Journey Christian Fellowship Church. The ICH bed total for the month of February was 794. • Children used 231 bed nights this month for an average of 8 children per night. In the month of May, 42 total persons in need were turned away for a shelter bed due to over- capacity, an average of 1 person per night. June During the month of June 2015, the shelter program served an average of 71 persons per night; each person received one or more nights of shelter, for a monthly total of 2,213. The program also served 2,213 breakfasts and 2,488 dinners. • The ICH shelter host for June was United Methodist. The ICH bed total for the month was 758. • Children used 78 bed nights this month for an average of 8 children per night. In the month of June, 13 total persons in need were turned away for a shelter bed due to over- capacity, an average of 1 person per night.
