SUBJECT: WATER AND WASTEWATER PORTABLE GENERATOR REPLACEMENT,
SPECIFICATION NO. 91332
RECOMMENDATION:
1. Authorize the Finance Director to execute a purchase order to San Luis Powerhouse of San
Luis Obispo, California, in the amount of $165,335.45 for the purchase of one 100 kW
Multiquip DCA125SSJU4F, and one 200 kW Cummins C200D portable generators.
2. Authorize the surplus designation of Fleet Asset No. 0008, 0009, 0010, and 0010, 1999
Caterpillar HX100 portable generators, by sale, auction, trade-in or other method in
accordance with the City’s policies and procedures as prescribed in the Financial
Management Manual Section 405-L and 480.
DISCUSSION
Background
The replacement of four 1999 Caterpillar 100 kW portable emergency generators, asset numbers
0008, 0009, 0010, and 0011, used by the Utilities Department, was approved as part of the 2013-
15 Financial Capital Improvement plan. The portable generators are used for providing
emergency back-up power to City facilities such as the water and wastewater pump and lift
stations during power outages. The 2013-15 Financial Capital Improvement Plan calls for two
200kW portable generators. However, in discussions amongst Fleet and Utilities management, it
was determined it would only be necessary to purchase one 200 kW generator. This would
reduce the second replacement to a smaller, less expensive 100 kW generator. This less
expensive option is a result of the capital replacement of several wastewater lift stations that
include the installation of stationary on-site emergency generators.
Meeting Regulatory Compliance
The California Air Resource Board (CARB) regulates diesel engine compliance requirements of
the EPA’s Clean Air Act. When the City purchased the existing generators in 1999, the current
emission standard at the time was referred to as Tier 1. Purchasing new generators that meet the
current emissions standards, Tier 4, will reduce the City’s portable fleet emissions output
average and avoid CARB compliance issues in the near future. Both proposed generators meet

the latest emissions standards. Retrofit of the existing generators with equipment to meet the
Tier 4 standard is not an option because the engines cannot be retrofitted and the 16 year-old
generators are at the end of their reliable and useful life.
Cooperative Purchase versus Local Purchase - 100 kW Replacement Generator
Staff recommends a purchase award to San Luis Powerhouse of San Luis Obispo in the amount
of $65,022.41 for one new 100 kW Multiquip DCA125SSJU4F portable generator.
Pursuant to City purchasing guidelines, staff explored the use of a multi-year cooperative
purchasing agreement with the State of California Contract No. 4-13-56-0050A, effective
through January 31, 2017, to purchase one 100 kW portable generator. This resulted in a quote
from Cummins Cal Pacific for one generator that did not meet the desired specifications. It was
determined that the generator did not meet the latest emissions standards (Tier 4) and would not
be the best available option for future CARB compliance.
After further research, staff explored the use of a multi-year cooperative purchasing agreement
with the National Joint Powers Alliance (NJPA) Contract no. 060311-MTQ to purchase one
100kW portable generator that met the latest emissions standards and the City’s requirements.
This resulted in a quote for $71,674.52, including custom installation of connectors compatible
for City pump and lift stations, for one Multiquip 100 kW generator through its approved
Multiquip brand dealer, Quinn Caterpillar of Santa Maria. Per City purchasing guidelines, staff
contacted the local Multiquip dealer, San Luis Powerhouse of San Luis Obispo, for comparative
pricing on the same specification generator and received a quote in the amount of $65,022.41.
Cooperative Purchase versus Local Purchase - 200 kW Replacement Generator
Staff recommends a purchase award to San Luis Powerhouse of San Luis Obispo in the amount
of $100,313.04 for one new 200 kW Cummins C200D portable generator.
Pursuant to City purchasing guidelines, staff explored use of a multi-year cooperative purchasing
agreement with the State of California Contract No. 4-13-56-0050A, effective through January
31, 2017, to purchase one 200 kW portable generator. This resulted in a quote in the amount of
$105,584, including custom installation of connectors compatible for city lift stations, from
Cummins Cal Pacific for one Cummins kW portable generator that met the latest emission
standards and City specification. Per the City’s purchasing ordinance, staff contacted the local
Cummins generator dealer, San Luis Powerhouse of San Luis Obispo, for comparative pricing on
the same specification generator and received a quote in the amount of $100,313.04.

CONCURRENCES
The Utilities Department concurs with the replacement generator recommendation made in this
report.
FISCAL IMPACT
Purchase of the two generators will cost $165,335.44. Funding for this purchase was approved
in the 2013-15 Financial Plan, Capital Improvement Plan pages 3-175 to 3-178. Funding for this
purchase is shared between the sewer and water funds. Approved funding for the CIP project is
within budget.
ALTERNATIVES
Defer Purchase.The City Council could choose to deny or defer the generator replacements.
Staff does not recommend this option as replacement for the generators was approved as part of
the 2013-2015 Financial Plan. Not replacing and/or deferring replacement will cause CARB
compliance issues in the near future as the current generators do not meet the most current
emission standards. The current generators have met the City specified target replacement
guideline of 15 years for portable generators.

Replacing four (4) 100 kW Portable Generators with two (2) 200 kW Portable Generators for both the Wastewater Collection and Water Distribution programs
will cost $305,800 in 2014-15.

Need and Urgency
Portable emergency generators are used in the Utilities Department for providing back-up power to critical facilities such as water and wastewater pump and lift
stations during power outages. Presently the City has four 100 kW generators (Asset 0008, 0009, 0010, 0011) and one 150 kW generator (Asset 8301). The 100
kW generators were purchased in 1999 (13 years old) and at this time, the 150 kW generator is not recommended for replacement.
Larger kW capacity generators are required to provide the necessary emergency power output for water distribution at the Stenner Pump and Altria pump stations
and will also provide power to several wastewater lift stations throughout the City. This request is a reduction in the amount of portable emergency generators
needed for the Utilities Department, because the capital replacement of several of wastewater lift stations will provide stationary on-site emergency power. Staff
recommends the generators be replaced with larger 200 kW generators to provide for sufficient power output. Because the generators are utilized by both water
and wastewater, the cost will be allocated to each fund.
Utilities staff has evaluated the condition of the proposed replacement for conformance with Fleet Management Policies and operational needs, and has consulted
with the Fleet Manager to research pricing, options and recommendations. Generators have a 15 year recommended target life and these units would have met or
exceeded the target replacement age by the 2014-15 fiscal year.
CARB Compliance Requirements
By the end of 2015 these units will be out of compliance with the California Air Resources Board (CARB) emissions requirements. These generators will need to
be replaced or removed from service by this date. Non-compliance with this requirement could place the City subject to fines of $1,000 daily. In order to provide
a safe and productive work environment, keep maintenance costs reasonable and remain compliant with CARB regulations, staff recommends replacement of these
generators in 2014-15.
In accordance with the City’s Fleet Policy, generators have a target replacement schedule of 15 years. Staff has reviewed maintenance records and a condition
assessment and recommends replacement the four 100 kW generators with two 200 kW generators.

Detail of ongoing costs and alternatives to ongoing costs including return on investment information:
Ongoing costs are those associated with typical preventative maintenance. Typical annual costs for preventative maintenance such as oil/filter changes,
inspections, plus as-needed replacement of wear parts such as filters and fuses. Budget for these repairs/routine maintenance are supported through the Fleet
Services operating budget for routine maintenance and repairs. Funding for equipment maintenance is indirectly supported by the Water and Sewer Fund programs
through the City’s approved Cost Allocation Plan.
Deny, or defer the request. Deferring replacement of this equipment could lead to higher costs for maintenance and operation for the Sewer and Water funds,
decreased reliability and possible delays in emergency response and service due to city staff needing to locate alternate vehicles/equipment. Additional funds will
be needed for increased repairs should replacements be deferred.

Quinn Engine Systems is an equipment supplier only.
The above prices do not include piping, wiring, installation, test fuel, insulation,
unloading, relay and/or circuit breaker testing, relay and/or circuit breaker calibration,
coordination studies or applicable sales taxes or other items
not specifically mentioned above.
A sale would be for materials only with proof of performance on our part as specified
at time of purchase and does not infer a subcontractural agreement
for this specific sale.
Quinn Engine Systems limits the scope of supply for the quotation to the equipment
and services listed in our bill of materials.
Unless specifically listed in our bill of materials, equipment not indicated is assumed to be
supplied by others.
We have detailed the equipment proposed in the bill of material.
Please check it to be certain that it meets your requirements.
Contracts which include penalty or liquidated damage clauses for failure to meet
promised shipping dates are not acceptable or binding on Quinn Engine Systems,
unless accepted and confirmed in writing by an officer of Quinn Company.
There will be 25% cancellation fee for any orders canceled once placed and accepted
by Quinn Engine Systems.
It is the responsibility of the customer and/or user to file for and secure all permits and licenses
pertaining to Air Pollution Control District or its likes for the installation and operation
for this equipment in its proposed location.
Warranty is for full parts and labor to replace or repair defective materials or
correct workmanship problems.
Warranty does not provide for travel or mileage expenses to and from the unit's location
in excess of 50 miles nor for the differential of regular and premium off hour rates.
This quotation is based on current manufacturer's prices.
Prices remain firm for a period of thirty (30) days from the date of this quotation.

Availability:

Air Pollution Control Permit:
The proposed generator is designed to meet the current emissions standards of the U.S. EPA, the California Air Resources
Board, and the local Southern California air management districts. However, these districts can and do change requirements
from time to time. It is recommended that you contact the loc al air management district to determine the permitting
requirements for this specific application. Any additional emissions equipment requirements are not included in this proposa l,
but can be quoted separately. Please note that permits to use this generator are the responsibility of the Purchaser, however,
Cummins Cal Pacific can provide the necessary data in support of air quality procedures by the district.
Permits and licenses:
Permit and license costs (Air Pollution/Quality, Fire, Building, etc.) are not included in this quote. Cummins Cal Pacific, LLC.
will provide information as may be necessary for the acquisition of permits and licenses, but Cummins Cal Pacific, LLC.
does not assume any responsibility for obtaining any permits or licenses that may be required.

Credit is subject to Cummins Cal Pacific, LLC.’s approval in its sole discretion. This quote in no way constitutes approval
of credit.
Terms and Conditions:
1. Payment terms are net 30 Days, subject to all of the Credit Terms contained in our Credit Appl ication and
this document. (1 ½% per month will be charged on past due accounts).
2. Partial shipments will be invoiced proportional to total quoted price, payable 30 days after shipment.
Note: If your job conditions or schedule result in partial or incomplete shipment of products and equipment
provided by Cummins Cal Pacific, LLC., you will be invoiced according to the dollar value of the shipped
items. These invoices then become due and payable 30 days after shipment and not when the job is
completed.
3. All purchase orders must reference our quotation.
4. All purchase orders must be acknowledged in writing by Cummins Cal Pacific, LLC. to be deemed accepted.
5. Purchase orders which are issued with a hold for release date are subject to re-evaluation at the time of
release.
6. Unless mutually agreed upon in writing, Cummins Cal Pacific, LLC will not accept purchase orders which:
a) specify delivery dates that are not subject to manufacturer’s lead times.
b) contain penalty clauses or liquidated damage clauses.
c) require Cummins Cal Pacific, LLC. to indemnify and hold harmless the purchaser, unless the purchaser
also agrees to indemnify and hold harmless Cummins Cal Pacific, LLC.
d) require Cummins Cal Pacific, LLC. to pay any and all legal expenses for the purchaser in the event of a
dispute.
e) require Cummins Cal Pacific, LLC. to be responsible for system design work and/or guarantee that a
performance standard for a system will be met.
f) require completion and acceptance of the project by the owner before payment.
g) require a waiver of subrogation.
7. Start and Test may be invoiced separately at your request but it is subject to Cummins Cal Pacific, LLC.’s
partial invoicing policy.
8. Provided CCP is ready for shipment and the purchaser can't take delivery, monthly storage fees at a rate of .5% of P.O
value will be issued for material not accepted on the requested delivery date.
9. Notwithstanding anything in this agreement or under law, buyer and seller agree that seller’s only liability for
any breach of this agreement ( or any defect in any item of property sold by seller ) shall be limited to the
replacement of the defective part or replacement of the defective product ; and buyer shall have no other right,
claim or remedy against seller, including, but not limited to any right to recover consequential damages under
any circumstance.
10. There will be a minimum 25% cancellation fee for any orders cancelled once an order is placed and acc epted by CCP.
Validity of the Quote:
This quote is valid for 30 days following the quote date. This quote may be modified and/or rescinded by
Cummins Cal Pacific, LLC. at its sole discretion unless and until accepted on or before the quot e date.
