Federal Election Commission, 558 U,S, 08 -205 (2010), has unleashed hundreds of millions of dollars of anonymous spending on political campaigns across California and the nation; and WHEREAS misleading political advertising by special interests, hiding in fine print behind innocuous sounding committee names and other organizations, deceives voters into supporting or opposing ballot measures, and their viewpoints might very well be different if voters understood who was financing the advertising; and WHEREAS Assembly Bill 700, the California DISCLOSE Act, will require disclosure of the largest actual funders of ballot measure in a clear and obvious fashion; and WHEREAS in ballot measure television ads and print advertising, the bill requires the top three actual funders to appear in a large and clearly readable manner for at least five second; and WHEREAS in ballot measure radio ads, the bill replaces the current long and misleading disclosure with a shorter and clearer reading of the top two actual funders; and WHEREAS these disclosure requirements will apply to both state and local ballot measures including our city; THEREFORE, BE IT RESOLVED that SUPPORTS AB 700, the California DISCLOSE Act, authored by Assemblymember Jimmy Gomez and Marc Levine, to require that ballot measure advertisements on television, radio, print, and robocalls clearly disclose their two or three largest contributors, even if the funds were transferred through one or more committees or organizations. THEREFORE BE IT FURTHER RESOLVED that a copy of this Resolution be provided to the Governor, Assembly Speaker Toni Atkins, Senate President pro Tern Kevin De Leon, Assembly Elections Committee Chair Sebastian Ridley- Thomas, Senate Elections Committee Chair Ben Allen, Senate Appropriations Committee Chair Ricardo Lara, Assemblymembers Jimmy Gomez and Marc Levine, and to our area's members of the California Legislature.
