Ashbaugh, Vice -Mayor COUNCIL LIAISON REPORT — PASO ROBLES GROUNDWATER BASIN ADVISORY COMMITTEE MEETING 8/20/15 On Thursday, August 20, the Paso Robles Groundwater Basin Advisory Committee met to consider further the possible formation of the Paso Robles Groundwater Basin Management District (PRGWBD). As a reminder, the Advisory Committee consists of about 25 "stakeholders" in the Basin, and was appointed in 2013 by the BOS to advise them on implementation of the PRGWB Management Plan, adopted a year earlier. It includes myself as a representative of the City of SLO, as the City is a "stakeholder" through our participation in the Nacimiento Water Project, and because of our water rights to the stored surface water in Salinas Reservoir. I wrote and forwarded a Council Liaison Report on this subject for the August 18 Council meeting. One of the key events leading to the possible formation of the PRGWB also occurred on August 20 when the Local Agency Formation Commission met and heard 5 -1/2 hours of public testimony in Paso Robles. LAFCO took no action, but on Thursday, September 17 (in about two weeks), they will consider a resolution approving the formation of the new groundwater management district. At the PRGBAC meeting of August 20, I was not in attendance due to conflicts with my teaching schedule; however, I was able to view online the subsequent public hearing before LAFCO. The next meeting of the Paso Robles Groundwater Basin Advisory Committee will be Wednesday, September 9 at 1 pm. As noted above, LAFCO will meet to make a final decision of whether to move forward with a recommendation to form the PRGWB on September 17. In my discussions with the City's staff, they have informed me that they are closely following these issues and are available to answer any questions.
