AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO AMENDING
THE OFFICIAL ZONE MAP TO REZONE PROPERTY AT 862 MEINECKE
AVENUE FROM R -1 TO O -PD AND APPROVING THE PLANNED DEVELOPMENT
PRELIMINARY PLAN FOR PD 1238 (SANTA ROSA MEDICAL CENTER)
WHEREAS, the Planning Commission and City Council have held hearings to consider
zoning regulations in accordance with Section 65800 et. seq. of the Government Code; and
WHEREAS, the City Council finds that the proposed zoning is consistent with the
general plan; and
and
WHEREAS, the proposed zoning promotes the public health, safety and general welfare;
WHEREAS, the City Council finds that the proposed project will be compatible with
surrounding development and will provide a land use buffer between low- density
residential and neighborhood - commercial zones;
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of San Luis Obispo as
follows:
SECTION 1. That the area shown on the maps attached hereto marked Exhibit "A" and
included herein by references be reclassified from R -1 (Low- density Residential) to O -PD
(Offices - Planned Development).
SECTION 2. That the preliminary development plan (PD 1238) is hereby approved
subject to the following findings and conditions:
Findings:
1. The proposed project will not be detrimental to the health, safety, or welfare of
persons living or working at the site or in the vicinity.
2. The proposed project is consistent with the general plan.
3. The proposed project is appropriate at the proposed location and will be compatible
with surrounding uses.
4. Features of the proposed project design achieve the intent of conventional standards
for privacy, parking, and neighborhood compatibility as well or better than the
standards themselves.

The project has been evaluated in accordance with the California Environmental
Quality Act and the city's Environmental Impact Procedures, and the City Council
concurs with the Community Development Director's action to grant a negative
declaration subject to the following mitigation measures being included in the
project:
A. Project shall be designed to prevent through traffic between Foothill Boulevard
and Meinecke Avenue.
B. Applicant shall authorize the city to retain a professional traffic engineer to
monitor and evaluate traffic conditions on Meinecke Avenue, Chorro, North
Broad, and Murray Streets in the project vicinity for one year following
occupancy. Results of traffic study, and any recommend circulation
improvements shall be submitted to the Community Development Director within 18
months of occupancy.
Applicant shall deposit $10,000 to cover costs of traffic consultant and
installation of on- or offsite circulation improvements, if required, to the
approval of the Community Development Director. Such improvements may include,
but are not limited to street resurfacing, restriping, and signing, speed
bumps, and street closures, to the approval of the City Engineer. After two
years any unused deposit monies shall be refunded to the applicant.
C. Secondary emergency vehicle access shall be provided.
D. Applicant shall submit for Community Development Director's approval a parking
management program from the medical office (and for Foothill Square Commercial
Center, if offsite parking is provided at the proposed office site). Said
program shall include measures to encourage ridesharing and use of public
transportation, minimize traffic and parking conflicts, and efficiently manage
parking supply and demand. Evidence of program implementation and results
shall be submitted for the Planning Commission's review annually for the first
three years following occupancy.
E. Project shall include traffic directory signing to discourage office traffic
from using Meinecke Avenue, west of the project entrance.
F. Parking lot planters shall be designed to provide a dense, continuous tree and
shrub planting and privacy wall where the site abuts residences, to the
approval of the Community Development Director.
Conditions
The applicant shall file a precise development plan for city approval within six
months of preliminary plan approval. The Preliminary development plan approval
shall expire if a precise development plan is not filed and approved.
2. The applicant shall provide a street turnaround at the east end of Rougeot Place to
meet the intent of Minor Subdivision 77 -357 conditions of approval, to the approval
of the Community Development Director and City Engineer.

3. Applicant shall provide certification by a civil engineer that the project will
raise 100 -year flood elevations more than one foot, and shall remove excess fill and
regrade site to direct drainage away from adjacent houses, to the approval of the
City Engineer.
4. Applicant shall file tentative and final subdivision maps to create "air- space"
office condominiums. The tentative map shall be filed prior to precise development
plan approval, to the approval of the Community Development Director.
6. Project shall be built, maintained, and operated in strict conformance with approved
plans.
_ S_ E-C T I-0- N -3 -A Summary of this ordinance, approved by the City Attorney, together
with the ayes and noes, shall be published at least five (5) days prior to its
final passage in the Telegram- Tribune, a newspaper published and circulated in
said City, and the same shall go into effect at the expiration of thirty (30)
days after its said final passage. A copy of the full text of this ordinance shall.
