AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO
AMENDING THE ZONING REGULATIONS TO ALLOW
CERTAIN TYPES AND SIZES OF OFFICES IN THE
C -S AND M ZONES WITH APPROVAL OF A PD
APPLICATION
WHEREAS, in 1985 the City Council reviewed an office study work program that
identified as a concern a need for opportunities for constructing larger office complexes
which could be met in the service - commercial and industrial zones; and
WHEREAS, the Planning Commission and City Council held meetings in the summer and
fall of 1986 to evaluate a broad range of options for addressing this urban design /land
use concern; and
WHEREAS, at a meeting in October 1986 the City Council directed staff to initiate
amendments to the zoning regulations that would allow large office buildings in the C -S
and M zones subject to a PD; and
Whereas, at a public hearing on January 28, 1987 the Planning Commission reviewed the
proposed amendments, could not reach a consensus, and forwarded the item to the City
Council without a majority recommendation; and
WHEREAS, a negative declaration of environmental impact has been granted.
BE IT ORDAINED by the Council of the City of San Luis Obispo as follows:
SECTION 1. The Zoning Regulations be amended by the addition of provisions fully
contained in Exhibit A, which is attached to and a part of this ordinance.
SECTION 2. After review and consideration, the granting of a negative declaration is
affirmed.

SECTION 3. A summary of this ordinance, approved by the City Attorney, together with
the ayes and noes, shall be published at least five (5) days prior to its final passage
in the Telegram- Tribune, a newspaper published and circulate& in said city, and the same
shall go ito effect at the expiration of thirty (30) days after its said final passage.
A copy of the full text of this ordinance shall be on file in the office of the City
Clerk on and after the date following introduction and passage to print and shall be
available to any interested member of the public.

the 17thday of _February , 1987, on motion of Councilwoman Rappaseconded
by Councilwoman Dovegnd on the following roll call vote:

EXHIBIT A: Amendments to the Zoning Regulations
(GP /CR 1299)
1. Amend Section 17.22.010, Table #9 to include the following new footnote:
10. Large professional office buildings which can include multiple tenants
but with no single tenant space less than 2,500 square feet may be
established in the C -S and M zones subject to the approval of a Planned
Development (PD) zoning application and compliance with findings specified
in Section 17.62.040 C. However, this provision notwithstanding, the
following types of office - related uses are prohibited in PD's approved for
C -S and M zones: banks, real estate offices, financial institutions,
medical clinics, doctors offices, and lawyers offices.
2. Amend Section 17.62.040 to include a new paragraph in the Planned
Development chapter of the zoning regulations:
17.62.040 C.
To approve a planned development allowing large professional office
buildings which can include multiple tenants but with no single tenant
space less than 2,500 square feet in the CS or M Zone, the planning
commission or council must find that it meets each of the criteria listed
below. The following offices - related uses are prohibited in the PD in
these zones: banks, real estate offices, financial institutions, medical
clinics and doctors offices, and lawyers offices.
1. The project will be compatible with existing and allowed land uses in
the area.
2. The project's location or access arrangements do not significantly
direct traffic to use local or collector streets in residential areas.
3. The project will provide adequate mitigation to address potential
impacts related to noise, light and glare, and loss of privacy, among
others, imposed by commercial activities on nearby residential areas, by
using methods such as setbacks, landscaping, berming, and fencing.
4. The project does not preclude industrial or service commercial uses in
areas especially suited for such uses when compared with offices.
5. The project does not create a shortage of CS and M zoned land available
for service commercial or industrial development.
