ORDINANCE NO. 1098 (1987 Series)
AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO AMENDING
THE OFFICIAL ZONE MAP TO REZONE PROPERTIES IN RAILROAD SQUARE,
1815 -1819 OSOS STREET, FROM C -S -S -H TO C -R -S -H (GP /R 1310)
WHEREAS, the Planning Commission and City Council have held
hearings to consider zoning regulations in accordance with Section
65800 et. seq. of the Government Code; and
WHEREAS, the City Council finds that the proposed zoning is
consistent with the general plan; and
WHEREAS, the proposed zoning promotes the public health, safety
and general welfare; and
WHEREAS, the City Council finds that the proposed project will be
compatible with surrounding development and will assure that special
considerations of parking, land use compatibility, and railroad noise
can be addressed through use permit review and future consideration
of the development of a specific plan for the Railroad Square /Amtrak
Station area.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of San
Luis Obispo as follows:
SECTION 1. That the area shown on the maps attached hereto
marked Exhibit "B" and included herein by references be reclassified
from C -S -S -H (Service - Commercial /Light Industrial - Historical
Preservation District) to C -R -S -H (Retail - Commercial with special
considerations - Historical Preservation District).
SECTION 2. After City Council review and consideration, the
Community Development Director's decision to grant a negative
declaration with the following mitigation measure is hereby affirmed:

1. Any rezoning shall include an "S" (special considerations)
overlay zoning to address parking, land use compatibility,
historic preservation, and railroad noise concerns. The "S"
designation will require special development plan review and
approval of new development where a change in use is proposed
that would cause a net increase in parking demand.
SECTION 3. This ordinance, together with the ayes and noes,
shall be published once in full, at least three (3) days prior to its
final passage, in the Telegram- Tribune, a newspaper published and
circulated in said city, and the same shall go into effect at the
expiration of thirty (30) days after its said passage.
