HomeMy WebLinkAbout1218ORDINANCE NO. 1218 (1992 SERIES) AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO CORRECTING THE SIGN REGULATIONS BE IT ORDAINED by the Council of the City of San Luis Obispo as follows: SECTION 1. The Council determines that these corrections to the Sign Regulations are not a project for purposes of environmental review. SECTION 2. Portions of Municipal.Code Chapter 15.40 are hereby amended, as fully shown in the attached Exhibit A, which is incorporated in this ordinance by reference. SECTION 3. A summary of this ordinance, approved by the City Attorney, together with the votes for and against, shall be published once, at least five (5) days prior to its final passage, in the Telegram- Tribune, a newspaper published and circulated in this City. This ordinance shall go into effect at the expiration of thirty (30) days after its final passage. The following signs are permitted within the conservation /open space (C /OS), public facility (PF), low - density residential (R -1), and medium - density residential (R -2) zone districts: 1. One identification sign not exceeding one square foot in area for each dwelling unit; 2. One nonilluminated identification sign not exceeding ten square feet on each frontage of a planned residential development, multiple - family building, group quarters or institutional use. B. The following signs are permitted within the medium -high- density residential (R -3) and high - density residential (R -4) zone districts: 0 1. One identification sign not exceeding one square foot for each dwelling unit; 2. One identification sign not exceeding ten square feet on each frontage of a planned residential development, apartment or condominium complex, group quarters or institutional use; 3. "Retail Sales - Neighborhood Grocery Market ": one wall, window, or awning sign on each frontage or building face having a public entrance, with a total sign area not to exceed ten percent of the building face area occupied by the business or tenant, and not to exceed twenty square feet." 15.40.140 Office zone. The following signs are permitted within the office (0) zone district: A. Signs for residential uses as provided in Section 15.40.130; B. Total area of all signs for professional office uses shall not exceed fifty square feet per business or tenant, including: 1. One freestanding sign at each premises not to exceed twenty -four square feet in area or eight feet in height; 2. One wall sign for each business or tenant, not to exceed five percent of the building face or twenty -five square feet, whichever is less, for each frontage and not including interior illuminated signs; 3. One directory sign at each premises, not interior illuminated and not exceeding one square foot for each room or suite occupied as a unit. Sign Regulations Corrections Exhibit A 15.40.150 Commercial and industrial zones. A. Signs for residential uses as provided in Section 15.40.130. B. The following signs are permitted within the neighborhood commercial (C -N) zone district. Total sign area, exclusive of shopping center identification signs, not to exceed one hundred square feet for each business or tenant, including: 1. One freestanding sign at . each premises not to exceed twenty -four square feet in area or twelve feet in height, for uses not located within a shopping center; 2. One wall sign per business or tenant on each frontage or building face having a public entrance not to exceed ten percent of the building face of the area occupied by the business or tenant and not to exceed fifty square feet. C. The following signs are permitted in the retail commercial (C -R) and central commercial (C -C) zone districts. Total area of signs, exclusive of shopping center signs, shall not exceed two hundred square feet for each business or tenant. Each business or tenant may have four signs from the following and may place them on any wall:. 1. Wall /window signs: The total area of all wall /window signs on a single building face may not exceed fifteen percent of the building face nor exceed one hundred square feet. Wall /window signs may not be located above the second story; 2. Suspended signs, not to exceed ten square feet each; 3. Projecting or marquee signs, not to exceed twenty- four square feet each; 4. Directory signs as provided in subsection B3 of Section 15.40.140. D. The following signs are permitted within the service commercial (C -S), and manufacturing (M) zone districts. Total area of signs shall not exceed two hundred square feet for each business or tenant, including: 1. One wall sign for each business or tenant, on each frontage or building face having a public entrance, not to exceed fifteen percent of building face and not to exceed one hundred square feet nor to be located above the second story; 2. One freestanding sign at each premises, not to exceed fifteen feet in height or seventy -two square feet in area; 3. One off- premises sign at each premises, not to exceed two hundred square feet in area or twenty -five feet in height; provided, that an administrative use permit is first obtained pursuant to Chapter 17.58. Sign Regulations Corrections Exhibit A E. The following signs are permitted within the tourist commercial (C -T) zone district. Total area of signs shall not exceed two hundred square feet, for each business or tenant, including: 1. Same as subsection D of this section for all uses except those listed in subdivision 2 of this subsection; 2. For motels, restaurants and service stations: a. Wall signs not to exceed seven percent of the building face, nor to be located above second story and each not to exceed one hundred square feet; b. One freestanding sign at each premises not to exceed twenty -five feet in height or seventy -two square feet in area. This sign may be located within the required yard area on lots where buildings existed on or before September 1, 1980, are in the required yard area. F. Calle Joaquin Area. Freestanding signs in the Calle Joaquin area shall not exceed sixteen feet in height. See subsection 5 of Section 15.40.040 for boundary of Calle Joaquin area. G. Mission Plaza and Railroad Square. All signs within Mission Plaza and Railroad Square require approval by the architectural review commission as provided in Chapter 2.48. Signs within these districts shall contribute to the historical themes and design character of their settings. The architectural review commission may allow types of signs other than those permitted in the zone district standards within these special districts when such signs are part of a unified design plan which furthers the purposes of this chapter. gmn:SIGNRGSn.WP 0�'- ��`�' � �, � �� � �.
