That based upon an engineering and traffic survey it is hereby determined that the speed limit of 65 miles per hour on Laurel Lane beivseen Johnson Avenue and Orcutt is more than is reasonable and safe. Said engineering and traffic survey further determined that a prima facie speed limit of 40 miles per hour Is most appropriate to facilitate the orderly movement of traffic and be reasonable and safe. '!� ed SEC'T'ION 21 That theme shall be and is hereby established a prima facie -1�►',i July 219 1961 Honorable Mayor and City Coil City of San Luis Obispo Gentlemen s On July 209 The City Public Works Department made a speed zone survey on Laurel Lane between'Jbhnson Avenue and Orcutt Roado Results of this survey are as follows: 85 percentile speed 47 mph„''pace speed 43 mph.., and mddian speed 38 mph. The 85 percentile speed is the speed at which 85% of the drivers are traveling and is nor=13,v considered to be a reasonable and prudent speed limits which will not unduly restrict traffic movements but at the same time will keep the speed within safe limits. The pace speed is the 10 mpho increment of speed which'contaius the largest number of vehicles. In this case'49% are traveling between 33 and 43 mpho With Division of highways cAteria$ the information presented above would indicate that a speed limit should beset for epproximate4r- 45 mpho However$ because of the possibility of immediate de;�elopmant along this street, and increasing pedestrian traffic$ primarily of children on their way to schools I would recommend that the speed lilfdt on this street be set at Ito mph.
