AN ORDINANCE REGULATING THE CONSTRUCTION, SANITA-
TION AND CONDUCT OF TRAILER CAMPS `WITHIN THE CITY
OF SAN LUIS OBISPO; PROHIBITING SQUATTERS AND
SQUATTER CA%,iPS Z'�TITHIN SAID CITY AND PROVIDING PEN-
ALTIES FOR THE VIOLATION OF SUCH ORDINANCE. .
BE IT ORDAINED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. For the purpose of this ordinance certain words
and phrases are defined as follows:-
"Person" means a corporation, copartnership or association
as well as a natural person.
"Family" is one person living alone or a group of two or
more persons living together, either related to each other or not.
"Trailer Coach" means a vehicle, either with or without
motive power, which is designed, used or intended for use as a place
for human habitation, or as eating, sleeping or living quarters, or
any combination thereof.
"Trailer Camp" means any area or tract of land or city lot,
where two or more trailer coaches are parked, maintained or used; any
area or tract of land or city lot, where space is rented, or held out
for rent, to owners or users of trailer coaches; or any area or tract
of land or city lot, where the free use of space is permitted to
owners or users of trailer coaches.
"Camp site" means the area of Ground set apart or rented
within a trailer camp for the exclusive use of a trailer coach.
"Squatter" is one who settles or locates on land, enclosed
or unenclosed, with no bona fide claim or color of title or without
the express consent of the owner or person legally in charge of the
land.
"Squatter Camp" is the area of land occupied by a squatter.
"Health Department" is the Health Department of the City of
San Luis Obispo and shall include the City Health Officer and the

duly authorized representatives and deputies of said department or
Health Officer.
SECTION 2. It shall be unlawful to construct, reconstruct,
operate, maintain or begin the operation of any trailer camp within
the City of San Luis Obispo without first securing a permit from the
Health Department of said city.
SECTION 3. It shall be unlawful for any person to use,
occupy or maintain any trailer coach upon any area or tract of land
without the permission of the owner or person in charge of such land.
SECTION 4. It shall be unlawful for any person using,
occupying or maintaining any trailer coach to camp or park such coach
over night on any portion of any street in the City of San Luis Obispo
or on any public park or other public area, including school property.
SECTION 5. Each camp site in a trailer camp shall be not
less than twenty by twenty -five feet in dimensions.
SECTION 6. A trailer camp shall not accommodate any trailer
coach for which there is no available camp site in the trailer camp.
SECTION 7. In every trailer camp, public flush water- closets
in separate compartments shall be installed for each sex within two
hundred feet of each part of the camp. There shall be not less than
one water- closet, for each sex, for each ten trailer coaches or frac-
tional part of ten trailer coaches in any trailer camp.
SECTION 8. In every trailer camp water- closets for men
shall be distinctly marked: "For Men "; and water- closets for women
shall be distinctly marked: "For Women ". In addition, the location
of water - closets shall be plainly indicated by signs.

SECTION 10. It is unlawful for any person to use, or permit
the use of, any toilet in any trailer coach located or parked within
a trailer camp.
SECTION 11. In every trailer camp, public shower baths or
other bathing facilities with running water shall be installed in
separate compartments for each sex. There shall be not less than one
bathing compartment, for each sex, for each ten trailer coaches or
fractional p art of ten trailer coaches in any trailer camp.
SECTION 12. In every trailer camp, the floor of every
shower bath compartment shall be constructed, and shall be maintained
in a water -proof condition by the use of cement, concrete, or other
approved water -proof material. The water -proof material shall be
applied upward on the interior walls of the compartment to a height,; ✓
of not less than five feet above the floor.
SECTION 13. In every trailer camp each water - closet and
each compartment containing bathing facilities shall be:
(a) Kept clean.
(b) Kept free from obnoxious odors, flies, mosquitoes or
other insects.

SECTION 14. There shall be installed in every trailer camp
one or more slop sinks which shall be:

SECTION 15. There shall be in every trailer camp an
adequate supply of clean water for all requirements of the camp. The
water shall be obtainable from faucets installed within one hundred
feet of each part of the camp.

SECTION 16. No dipping facilities or cups for common use
shall be permitted in any trailer camp.
SECTION 17. In every trailer camp one or more metal gar-
bage cans, of sufficient size, with tight fitting covers, appropriate-
ly labeled, shall be provided for every six, or fractional part of
six trailer coaches or camp sites within the camp.
SECTION 18. All garbage, waste and rubbish in every trailer
camp shall be removed from the premises without creating a nuisance,
in such manner as may be approved by the Health Department. Incin-
erators for burning.combustible rubbish shall be provided in every
trailer camp.
SECTION 19. Buckets or other suitable receptacles shall
be placed in such manner as to receive all water or waste which may
be deposited from any refrigerator, drain, sink or waste pipe of any
trailer coach which is located or parked in a trailer camp. It shall
be unlawful to permit such buckets or receptacles to overflow.
SECTION 20. When any trailer coach is located or parked
within a. trailer camp, the buckets or receptacles shall be emptied
and their contents disposed of only in the slop sink required by
this ordinance.
SECTION 21. The area or tract of land upon which a trailer
camp is maintained shall be well drained and graded, and kept free
from dust.
SECTION 22. Every trailer coach and trailer camp shall be
kept clean; and shall be free from the accumulation of refuse, garbage,
rubbish or debris; and from an excessive infestation of flies or
insects.

SECTION 24. Every person who owns or operates g trailer
camp shall keep a register in lihich shall be entered (a) the name and
address of each guest who is the owner or user of a trailer coach for
which space is provided in the camp, and (b) the make, type and license
number of an. -r automobile belonging to such guest.
SECTION 25. Any trailer coach.' f rom which the wheels have
been removed, except for the purpose of making temporary repairs or
placing it in dead storage, is a permanent residence. Such trailer
coach shall meet all the requirements of the Building Code and Housing
Ordinances of the City of San Luis Obispo and of the State Housing laws.
SECTION 26. No squatter or squatter caEip shall be permitted
within the City of San Luis Obispo, and it shall be unlawful for any
person to become a squatter, or to maintain a squatter camp in said city.
SECTION 27. No habitation or shelter constructed of sacks,
rags, bush, cans or refuse material of an objectionable nature, or by
any combination of the foregoing shall be permitted in any trailer camp.
SECTION 28. No camping party nor family shall be allowed
or permitted to live in a tent or other temporary structure in a trailer
camp; nor shall any person be allowed to live in a trailer camp in
such manner as to be without protection from the elements.
SECTION 29. Dogs shall not be permitted to run at large in
any trailer camp.
SECTION 30. It shall be the duty of the owner and caretaker
of any trailer camp to report immediately to the Cith Health Officer
by telephone and by writing, any person residing in such trailer camp
having or reasonably suspected of having any infectious or contagious
disease.
SECTION 31. It shall be the duty of the Health Department
and of the Police Department to enforce all of the provisions of this
ordinance. For the purpose of securing enforcement, the City Health
Officer or any of his duly authorized representatives shall have the
right, and are hereby empowered to enter upon any public or private

property within the City of San Luis Obispo to inspect such accommoda-
tions or installations thereon as may be covered by the provisions of
this ordinance.
SECTION 32. Anything in this ordinance to the contrary not-
withstanding, the City Health Officer may grant special exemption.per-
mits in isolated sections of the city where the application of this
ordinance or any of the provisions thereof would, in his discretion,
be impracticable or unnecessary.
SECTION 33. Any person, firm or corporation violating, or
contributing in any way to the violation of the provisions of this
ordinance shall be deemed guilty of a misdemeanor and upon conviction
thereof shall be prosecuted by a fine not exceeding $300.00 or by
imprisonment in the county jail of the County of San Luis Obispo for
a period not exceeding three months, or by both such fine and imprison-
ment.
SECTION 34. Every violation of any of the provisions of
this ordinance shall 'be construed as a separate offense for each day
during; which such violation continues and shall be punishable as here-
in provided.
SECTION 35. If any section, sub - section, sentence, clause
or phrase of this ordinance is, for any reason, held to be unconsti-
tutional, such.decision shall not affect the validity of the remain-
ing portions, of the ordinance. The City Council hereby declares
that it would have passed this ordinance, and every section, sub -sec-

that any one or more sections, sub - sections, sentences, clauses or
phrases be declared unconstitutional.
SECTION 36. This ordinance, together with the ayes and
noes, shall be published for two days before its final passage in the
Telegram- Tribune, a daily newspaper printed, published and circulated
in said city.
SECTION 37. This ordinance is hereby declared to be urgent
and necessary for the immediate preservation of the public peace,

health and safety, and it shall take effect and be in force from and
after its final passage. Such urgency consists in the fact that within
recent weeks there has been a large influx of trailer coaches into the
City of San Luis Obispo, thus creating a health and sanitary problem,
for which no regulatory ordinance has been provided.
