BE IT ORDAINED by the Council of the City of San Luis Obispo as follouss
SECTION to That the following Sections of Chapter Two of Article VIII of
the San Luis Obispo Municipal Code shall be and are hereby amended to read as
followaz
S� on 8200. That a certain document, three copies of which are on
file in the office of the City Clark, being marked and designated as "Uniform
Plumbing Code, 1961 Edition," and which copies may be identified by the seal of
the City of San Luis Obispo appearing thereon, be and the saw is hereby adopted
as the "Plumbing Code" of the City of San Luis Obispo to provide. for the protections
of the public wealth and safety and for regulating, and licensing of persons en-
gaged in the business of plumbing; providing for the issuance of pluinaing permits
and the collections of fees therefor; requiring a permit for the installation or
alteration of plumbing or drainage systems* creating the office of "Plumbing,
Inspector" and prescribing the duties therein; defining certain terms; establish-
ing minimum regulations for the alteration, installation or repairs of the plsass bi.ng
and drainage systems and the inspection thereof; providing penalties for any
violation of the Plumbing Cade; and each and all of the regulations, provisions,
penalties, conditions and terms of the "Uniform Plumbing Code, 1961 Editican,"
including Appendices "A"D I'V2 tv/4"11� "V' and "E" contained therein are hereby_
referred to, adopted and made apart hereof as if fully set out in this Chapter
except such provisions as are modified by the provisions of this Chapter.
Section 8200.1.. The follmling Sections of the 1961 Edition of the
Uniform Plumbing Code are hereby amended to read as follows-.
Section 1.1 s Administrative Authority and Assistants - Whenever
the terse "Administrative authority" is used in this Plumbing Code, it shall
be construed to mean the Building Inspector..or his authorized representative.
Section 1.2 - Assistants Whenever the term "aisatstantss" is used
in this Plumbing Code, it shall be construed to mean the Assistant Building
Inspector. ...,. .
Section 1.3 -'Department Having Jurisdiction o Unless otherwise pro-
vided for by law, the office of the Administrative Authority shall be ar part

Section 8200.8. The following Sections of Part Two of the Uniform
Plumbing Code are hereby amended to read as follows:
Section 2.7-(a)
A Journeyman Plumber0s Certificate of Qualification or Registration.
ma,y be issued to the following persons filing application therefore providing
said application is approved by the Board of E)mminers after the applicant
pays the required fees and further that said application must be submitted
within sixty '60) days from the effective d,.-,.te of this ordinance, Any-
applications filed subsequent to the above sixty (60) day limitation sha.0
be processed in accordance with the requirements of Section 2.','-(b) of the
Uniform Plumbing Code.
(1) All persons who hLve successfully completed an apprenticeship
training course and have been issued a Journeyman Piumber'-6 Certificate by
the State of California and who present said certificate or a duplicate copy
thereof to the Board of Examiners at the ti.-ae of filing application,
(2) All persons who he successfully completed an apprenticeship
training course and have been issued a Journeyman Flumberg s cextific;are. or the

equivalent -thereof by any state other than California which., in the opinion of
a majority of the members of the Board of Examiners, sponsors an apprenticeship
program at least equal to that sponsored by the State of Cali fo.rm and who
present said certificate or a duplicate copy thereof to the Board of Fxaminers
at the time Of filing application.
(3) All persons who have worked at the plumbing trade within the
City of San Luis Obispo at the Journeyman Plumber level for at least one
continuous year out of the previous five years, or two continuous years cult,
of the previous ten years,, or an aggregate of two years out of the previous five
years., or four years out of the previous ten years and who does present to tbhe
Board of Examiners affidavits from present or previous employers or customers
establish1mg such fact, or who presents other satisfactory evidence acceptable
to the Board establishing such fact at the time of filing application,

The-Board of Examiners shall render a decision within a
reasonable length of time, and in no case to exceed thirty (30) days, after
the applicant has submitted all necessary satisfactory evidence required by
the Board, and the decision of the Board shall be final fn. all cases,,
Section 2.9 m Empiration of Certificates of Qualification or
Registration,
Every Certificate of Qualification or Registration shall remain in
force and effect until its expiration date unless cancelled or revoked,

Section 2,10 ® Fees for renewal of Certificates of Qu6lifi.cati.on or
R:egi9tration,
All Certificates of Qualification or Registration , except certificates
which have been cancelled or revoked, may be renewed from year to year upon
request, and payment of the required renewal fee. If a renewal of a certifi-
cate be requested and the inquired fee paid within thirty (30) days of the
expi=ration date of such certificate, the renewal fee shall be $1,00, If
such renewal be requested and the required fee paid more than thirty (30)
days, but less than ninety (90) days after the expiration date of such
certificate, the renewal fee shall, be $2.00. No certificate may be renewed
more than ninety (90) days after the expiration date; of such certificate,

Secti=on 1007 - Water Pressure;, Pressure Regulators and Pressure
Relief Valves,
(a) Inadequate dater Pressu=re, Vihenever the crater pressure in the
main or other source of supply wi=ll not provide a water pressure of at
least fifteen (15) pounds per square inch_, after allowing for friction ant?
other pressure losses, a tank and pump or other means which wi=ll provide
said fifteen (15) pound pressure shall be install=ed.
(b) Excessive IJater Pressu=re, Where local water pressure is in
excess of one hundred twenty -five (125) pounds per square inch., an approved
type pressure regulator preceded by an adequate straini:r shall be installed
and the pressure reduced to one hundred twen=ty -fi=ve (125) pounds per square ivach
or less, Each such regul=ator and strainer sh =all be accessibly located and shall.

have the strainer readily accessible for cleaning without removing the
regulator or strainer body or disconnecting the supply piping. All pipcj
size rieturminations shall be based on eighty (80) per cent of the reduced
pressure,
tc) When a pressure regulating device* is installed and approved and
adequately sized, a pressure relief valve shall also be installed,
(d) Each pressure relief valve shall be installed in the cold water
supply pipe between the pressure regulator or check valve and any heater or
tank, and shall be so located as to be readily accessible. If a pressure
relief valve is located inside the building,, b full size drain pipe shall
extend tty;i refrom to the outside of the building,, with the and of the pipe
not more than two (2) feet or less than six (6) inches above the ground and
pointing doaanward. Such drain may terminate at other approved locations,

dEvi.ce has been tested and inspected as meeting the requirements of
recognized standards,
(f) All protective devices shall be installed in accordance with the

Section 1313 - Pressure Relief Valves,
(a) All water heating appliances and equipment shall be provided
iai,th a combination temperature and pressure relieif valve or a
pressure relief valve and an energy shutoff control in addition
to the appliance thermostatic control device.
Each protective device shall bear the labal or markings of an
approved testing agency certifying and attesting that such device
has been tested and Inspected as meeting the requirements of
recognized standards.
(b) All protective devices shall, be installed in accordance with
approved requirements for such devices.
