HomeMy WebLinkAbout0263N4/ ORDINANCE 0. 263 (New Series) AN ORDINANCE PRESCRIBING THE ORGANIZATION,: TERMS OF MEMBERS, POWERS AND DUTIES OF THE PARK, PLAYGROUND AND RECREATION COMMISSION; AND REPEALING ORDINANCE NO. 215 (New Series) BE IT ORDAINED by the City Council of the City of San Luis Obispo as follows: Section 1 (a). The Park, Playground and Recreation Commission provided for in Section 120 of the Charter of. the City of San Luis Obispo shall hereinafter be designated as the "Commission" and the City of San Luis Obispo shall hereinafter be designated as the " 'City ". (b). The Commission shall -be composed of five members, hereinafter referred to as "Commissioners ". The Commission- ers. shall be appointed, at such times and for terms as are hereinafter provided, by the Mayor ..,.-.by and with the approval of the City Council. Any..commissioner may be removed from office at any time, with or without came, by a majority of the City Council. The members of the Commission shall serve without compensation. Vacancies on thelCommission shall be filled by appointment by the Mayor, subject to the.confirma- tion of the City Council. (c). The first members of the Commission shall be appointed specifically and, by :t-name, one fora term of one year, one for a term of two years, one for a term of three years, one for a term of four years, and one for a term of five years. Thereafter-each-member appointed shall serve in office for a period of five years, the method of appointment to, the same. Section 2. (a). Within thirty days after their appoint - (a). members of the Commission shall meet in regular ses- l; s!�.6 1 siofi and organize by electing from their members g Chair - m�.n, Vice - Chairman and Secretary, who shall hold office for one year. Thereafter annually, the Commission shall, as soon as practicable after the time of the annual appointment of a member of the Commission, meet in regular session and elect said officers. (b),. -It shall be the duty of the Chairman, and in his the', Vice-Chairman, . absence,/fto preside over all meetings of the Commission. It shall be the duty of the Secretary to keep a record of all proceedings, resolutions, findings, determinations and trans- actions of the Commission, which records shall be a public record, and a copy of which record shall be filed with the City Clerk as Clerk of the City Council. (c). Said Commission shall hold regular meetings at least once each month in the City Council chambers of the City Hall, and may hold such additional meetings as may be deemed nec- essary or expedient. A majority of said Commission shall constitute a quorum for the purpose of transacting the busi- ness of said Conadssion. Section 3. The Commission shall have the power, and it shall be the duty of said Commission, in a purely advisory capacity, to make recommendations to the City Council and to advise the Council in matters pertaining-to the creation, operation, maintehance, management and control of the park, playground and recreation activities of the City. Section 4. Ordinance No. 215 (iiiew Series) entitled: "An Ordinance Establishing a Public Recreation Commission, Providing for the Appointment of a Board of Recreation Com- missioners and Fixing the Powers, Duties and Terms of Office 2.. ff of-Such Commissioners" finally passed and adopted by the City Council of the City of San Luis Obispo on July 1, 1940, and all ordinances and parts of ordinances in conflict with this ordinance, are hereby repealed. Section 5. This ordinance, together with the Ayes and Noes, shall be published two days before its final passage' in the Telegram- Tribune, a daily newspaper printed, published and circulated in said City, and the same shall take effect and be in force thirty days after its final passage.
