HomeMy WebLinkAbout0299ORDINANCE N0, 299 (1964 Series) AN ORDINANCE MODIFYING SPEED LIMITS ON CALIFORNIA BOULEVARD, ORCUTT AND MADONNA ROADS, AND ELKS LANE BE IT ORDAINED by the Council of the City of San Luis Obispo as follows: SECTION 1. That it is hereby determined, upon the basis of an engineering and traffic investigation, that the speed permitted by the State law on those portions of City streets hereinafter set forth shall be and are hereby modified as follows: Name of Street and Portion Affected Speed Limit Changed From To MPH MPH California Boulevard - from Phillips Street to Foothill Boulevard 25 35 Elks Lane - from Higuera Street to Prado Road 65 35 Madonna Road - from 1,000 feet westerly of its intersection with 101 Freeway to Los Osos Road 40 45 Orcutt Road - from Broad Street to Johnson Avenue 65 35 SECTION 2. That said modified speed limits shall go into effect when proper signs are erected giving notice thereof. SECTION 3. This ordinance, together with the ayes and noes, shall be published once in full, at least three (3) days before its final passage, in the Telegram- Tribune, a newspaper published and circulated in said City, and the same shall go into effect at the expiration of thirty (30) days after its final passage. This indicates that the posted speed limits on all of these streets are such to 1 ew leading to flagrant and deliberate violations. The theory behind this, is that most motoiristsa will travel at a spayed which they feel is reasonable and safe regardless of the posted speed. Speed zone studies taken at this locat3 cra in 3ttly of 1963 indicated an 85 percentile speed of 50MPH. studies taken-this month long after the posting of 40MI indicates an 85 percentile speed of 51MPH. Thus, the posting of an unnreaso nablr speed on. this street has resulted in no change of the driving habits of the motorists.
