My dear Mayor and Council Members:

I wish to recommend that the City Council deny a license
to Mr. C. F. Connors who is requesting permission to
conduct a .card room at 699 Higuera Street. My reasons
for this request for a denial are as follows:
1. A card room can serve no useful public
service.
2. The establishment of a card room would
create a police burden, and at present
there are no budgetary funds available
to- regulate the operations of such estab-
lishments.
3. A card room cannot survive on the revenue
of card table fees alone, thereby creating
possible violations of gambling laws.
It is respectfully requested that no card room licenses
be approved until a complete study has been made and
recommendations presented to the City Council.

Gentlemen:
At a recent meeting of the Police Advisory Board we dis-
cussed the operating of Card Rooms in San Luis Obispo.
The Board feels that an enterprise of this type serves
no useful purpose in our community, and can as a matter of
fact cause law enforcement problems.
We beleive that if one or two Card Rooms are permitted
to operate it-would not be possible to prevent other similar
establishments from doing the same thing.
It was therefore the unanimous opinion of the Board that
no new licenses or permits be issued for this type of busi-
ness and that licenses presently in effect be dropped on re-
newal.
