ORDINANCE NO A3 O (New Series)
AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO, CALIFORNIA,
CALLING, ORDERING, PROVIDING FOR, AND GIVING NOTICE OF
A SPECIAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON
THE 21ST DAY OF NOVEMBER, 1949, FOR THE PURPOSE OF SUB -
r,FITTING TO THE QUALIFIED VOTERS OF SAID CITY A PROPOSI-
TION TO INCUR BONDED INDEBTEDNESS IN THE AMOUNT OF
$300,000.00 FOR A CERTAIN MUNICIPAL IMPROVEMENT, RECIT-
ING THE ESTIMATED COST THEREOF, THE AMOUNT OF THE PRIN-
CIPAL OF THE INDEBTEDNESS TO BE INCURRED THEREFORE, THE
1AXIMUM INTEREST RATE TO BE PAID ON SAID INDEBTEDNESS,
PROVIDING THE HOURS THE POLLS WILL BE OPEN, FIX -LNG THE
FOR' OF THE BALLOT AND THE 'MANNER OF VOTING, EXTABLISH-
ING ELECTION PRECINCTS, DESIGNATING POLLING PLACES AND
OFFICERS OF ELECTION, PROVIDING THAT IN ALL PARTICULARS
NOT RECITED IN SAID ORDINANCE SAID ELECTION SHALL BE
HELD AS PROVIDED BY LAW FOR HOLDIrvG MUNICIPAL ELECTIONS
IN SAID CITY, PROVIDING FOR THE TIME THE ORDINANCE SHALL
TAKE EFFECT AND FOR THE PUBLICATION OF THE SAME.
WHEREAS, the Council of the City of San Luis Obispo, Cal-
ifornia, did on the 6th day of September, 1949, by a vote of more
than two- thirds of the members thereof, adopt Resolution No. 910
(New Series), entitled; "A Resolution Concerning the Bonding of
the City of San Luis Obispo for Certain Municipal Improvements in
Connection with its Municipal Water Supply System. ", which said
Resolution was duly signed and approved by the Mayor of said City
and attested by the City Clerk of Said City.
NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY
OF SAN LUIS OBISPO AS FOLLOWS:
SECTION 1. That 'a special election be held and the same
is hereby called and ordered to be held in the City of San Luis
Obispo, California, on the 21st day of November, 1949, for the pur-
pose of submitting to the qualified voters of said City the proposi-
tion of incurring indebtedness and issuing bonds of said City there-
for in the amount hereinafter set forth and for the objects and pur-
poses set forth in said resolution and hereinafter stated.
SECTION 2. That the objects and purposes for which said•
indebtedness is proposed to be incurred and bonds issued therefor
are as follows:
BOND PROPOSITION: The acquisition and construction
by the City of San Luis Obispo df.• a certain municipal
improvement, to -wit: The constructing, altering and ac-
quiring facilities for the improvements of the quality of
the municipal water supply by rapid sand filtration and
related treatment processes, including land, structures,
pipework, labor, equipment and aTrtenances therefor.

SECTION 3. That the estimated cost of the proposed
municipal improvement described in Section 2 hereof is the sum of

the principal of the indebtedness to be incurred therefor is the
sum of Three hundred thousand dollars 0300,000.00), and that the
rnax1b,um rate of interest to be paid on said indebtedness shall not
exceed five per cent (5%) per annum, payable semiannually,

ness so submitted receives the requisite number of votes, bonds of
said city in not exceeding the principal amount stated in'such prop-
osition shall be issued and sold for the objects and purposes set
forth in said proposition.
SECTION 4. That the polls for said election shall be
opened at seven o'clock, A.M., of the day of said election, and
shall remain open continuously from said time until seven o'clock,
P.M., of the same day, when said polls shall be closed, except as
provided in Section 5734 of the Elections Code of the State of Cal-
ifornia.
That on the ballots to be used special election, in addi-
tion to any other matters required by law, there shall be printed
substantially the following:

Luis Obispo incur a bonded indebtedness

the word "YES" shall be counted in favor of the adop-
tion of the question or proposition. A cross (X)
stamped in the voting square after the word "NO" shall
be counted against the adoption of the question or
proposition.
SECTION 5. That for the purpose of holding said election
the territory within said City of San Luis Obispo is hereby divided
into thirteen (13) special election precincts numbered from one (1)
to thirteen (13), inclusive, and each of said special election
nrecinets shall consist of the regular precinct or precincts in the
City of San Luis Obis?oo established 'by the Board of Supervisors of
the County of San Luis Obispo for general state and county elections
of the number or numbers hereinafter set forth for said special
election precinct.
That the polling; places for each of the respective special
election precincts shall be the places hereinafter designates{ and
that the persons hereinafter named, being competent and qualified
electors and residents of said city and of their respective elec-
tion precincts, are hereby appointed officers of election for
their respective election precincts, and they shall hold said elec-
tion and make return thereof in the manner provided by law. Said
special election xrecincts, polling places and officers of elec-
tion are as follows, to wit:

SECTION 6. That in all particulars not recited in this
ordinance, said election shall be held and conducted as provided
by law for holding municipal elections in said city.
SECTION 7. This.:o ±dinance is hereby declared to be ur-
gent and necessary to the immediate preservation of the public
peace, health and safety, and shall take effect and be in force
from and after its final passage.
SECTION 8. This ordinance, together with the Ayes and
Noes, shall be published for two days in the Telegram- Tribune, a
daily newspaper printed, published and circulated in said City,
before its final passage, and after its final passage shall be
published once a day for at least seven days before said election
in said Telegram- Tribune. No other notice of such election need
be given.
