ORDINANCE NO. 409 (NEIN SERIES)
AN ORDINANCE REGULATING PUBLIC MEETINGS
ON STREETS AND SIDEIWALKS OF THE CITY OF
SAN LUIS OBISPO, PROVIDING FOR THE ISSUING
OF PERMITS AND REVOCATIONS FOR THE SAME,
AND 1ROVIDING PENALTIES FOR THE VIOLATION
OF ITS PROVISIONS.
BE IT ORDAINED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. No person shall hold, conduct or address
any assemblage, meeting or gathering or to deliver any public,
speech, lecture or discourse on any street or sidewalk within the
City of San Luis Obispo which is within the residential district
or within a distance of 50 feet of any street corner or within a
distance of 75 feet of any other person holding, conducting or
addressing another assemblage, meeting or gathering of persons,
or between the hours of 9:00 o'clock P.M. and '9:00 o'clock A.M.
of the next day following, nor at any other time or place without
first obtaining a written permit issued by the City Clerk and
countersigned by the Chief of Police.
SECTION 2. Persons desiring to obtain such permit shall
make application to the City Clerk and shall satisfwz the City
Clerk and the Chief of Police that the granting and use of such
permit will not seriously affect the public peace, health or
safety.
SECTION 3. On granting such permit said City Clerk and
Chief of Police may consider the place where such permit shall be
used with due regard to the traffic congestion at such place.
SECTION 4. Such permits may be revoked at any time when
the City Clerk and Chief of Police become satisfied that the use
of said permit interferes with the public peace, health or safety
for any reason or that the same has been conducted in an illegal,
improper or disorderly manner.

SECTION 5. Should such permit be denied or revoked by
the City Clerk and the Chief of Police, written appeal may be taken
to the City Council at their next regular meeting. Said appeal
must set forth the purposes and proposed location and date or dates
of such meeting or meetings for which such permit is sought.
SECTION 6. No charge shall be made for such permit.
SECTION 7. Permits for meetings extending over one
year must be renewed annually.
SECTION 8. Any person violating any of the provisions
of this Ordinance shall be deemed guilty of a misdemeanor, and
upon conviction thereof shall be punishable by a fine of not
more than 4300.0 0, or by imprisonment in the City of County jail
for a period of not more than 90 days, or by both such fine and
imprisonment.
SECTION 9. This Ordinance, together with the Ayes and
Noes, shall be published for two days before its final passage in
the Telegram- Tribune, a daily newspaper printed, published and
circulated in said City and shall take effect and be in force
thirty days after its final passage and approval.
