BE IT ORDAINED by the COUPICIL OF THE CITY OF SAN LUIS OBISPO as follows:

SECTION 8210. That the Uniform Building Code, Volts -E e III , 1967
Edition, entitled "Housing" and its appendix, three
copies each of which are on file in the office of
the City Clerk` of the City of San Luis Obispo,
identified by the seal of the City appearing there-
on, is hereby referred to, adopted and made a part
hereof as if fully set out in this Ordinance,
except as amended by the provisions of Part 2 of
this Chapter.
SECTION 8220, PART TWO AME- 1 -IDMz: ITS .
SECTION 8220.1 The following section of the Uniform Building Code,
Volume III, 1967 Edition, entitled "Housing's is
amended as follows:
SECTION H -1002 - Delete in its entirety. Substi-
tute the following therefor:
SECTION I4- 1002(a) General. Whenever the Building
Official determines by inspection that any existing
building or portion thereof is substandard or
dangerous, he shall institute proceedings to effect
the repair or rehabilitation of the building or
portion thereof. If such repair or rehabilitation
is impractical, rie b11.0.1 then u-Ldcr such building
or portion thereof vacated and shall institute pro-
ceedings to have the building removed or demolished.
(b) Procedure. Any building or portion thereof
found to be substandard, as defined in Section
H -1001 of this Code, or dangerous as defined in
Section 302 of the Uniform Building Code, Volume IV

(Dangerous Buildings), 1967 Edition, shall be
repaired, rehabilitated, demolished, or removed in
accordance with the procedure specified in the
Uniform Building Code, Volume IV (Dangerous Build-
ings), 1967 Edition; provided, however, in the case
of a. building determined by the Building Official
to be merely substandard, the terms "dangerous
building" shall be deemed to refer to "substandard
building's and the term "dangerous" shall be deemed
to mean "substandard" wherever such terms appear
in the procedure.
SECTION 2. This Ordinance, together with the ayes and noes, shall be
published once in full, at least three days before its
final passage, in the Telegram- Tribune, a newspaper pub-
lished and circulated in said City, and the same shall go
into effect at the expiration of thirty (30) days after its
said final passage.

Miller , seconded by Councilman Gallagher , and on the

PUBLIC HEARING
HOUSING CODE
NOTICE IS HEREBY GIVEN THAT the City Council of the City of San
Luis Obispo will hold a public hearing on the adoption of Volume III
of the Uniform Building Code, known as the "Housing Code ". Copies of
the Code are available for public inspection at the City Clerk's office.
SAID PUBLIC HEARING WILL be held in the Council Chambers of the
City Hall, 990 Palm Street, San Luis Obispo, California, on Monday,
October 21, 1968 at 8:30 P.M.

SUBJECT: Adoption of Uniform Housing Code
Attached for your review, is Volume III of the Uniform Building
Code, known as the "Housing Code." This Code, when properly
enforced under a comprehensive program, can be a valuable tool
to arrest, remedy and prevent the decay and deterioration of
residential structures in the community.
Presently the Department must rely on the State Housing Code as
a tool for abating and rehabilitating sub - standard dwellings.
The adoption of the "Housing Code" will give direct authority
to the City for upgrading housing conditions within the community
and will fulfill a prerequisite for certification of the City's
workable program presently being prepared.
It is requested that the City Council set a public hearing to
consider the adoption of the Housing Code at its earliest con-
venience. The Staff is of the opinion that the Code in its
present form is adequate, except for the Section concerning
proceedings for enforcement. Once the matter has been set for
public hearing, a proposed amendment relating to enforcement
will be prepared for the Council's consideration.
