An Ordinance establidhing the Police Department, providing for its or-
a."n ation, management, and` t--!B,- appointment of its Officers.
Be it ordains by the Council of the City of San. Luis Obispo as foliows —
Section 1 Police do artmEnt of the city of San Luis Obispo shall
consist of the Chief of Police and such poiiteman as the Council shall
from time to time determine.
Section 2. The Department- shall be subject to the control of the
Council and under the;. general,s.upervision of the - Commissioner of Public
Head and Safety.
Section 3. the Chief.of Police shall-be the chief executive officer
of the Department, and,' subject to the 'rules and regulations approved
and slopted by the Council, shall perform such duties as are prescribed
by Qr din_anc e .
Section 4. All policemen shall be appointed by the Council and
sim]l hold'office during its - pleasure. The Council shall by resolution
fix the salary of any policeman appointed by it.
Section 5.. The Council may appoint upon its own motion or upon the
application of any person, firm or corporation, special officers or
policemen to act with or without compensation, whenever in its judgement
it may deem it necessary for the. preservation of the public health, peace
or safety, but no special officer shall be allowed compensation fora
longer period than six,months at any one time. All special officers shall
be subject to the rules acid regulations rof the department.
Section 6, The Commissioner of Public Health and Safety shall -

of lie Council, for the overnment, disclipine, and order of the Depart-
ment, and its officers and members fixing their
powers and duties, and
which rirles:and*regulationd_ shall prescribe penalties for violations of
any of, such rules and regulations and provide for their enforcement.
Section "7.. Any officer or, member of the police department guilty, of any
legal. Offense, or neglect of duty, violations° of the rules and regulations
or neglect. or disobedience of orders or absence without, leave, breach:
of dixscipline or ,any conduct injurious to the .public peace and welfare,
or detrimental to thee` efficiency. of the, department, or conduct unbecom-
ing an officer, shall be liable to punishment by reprimand, forfeit of
pay° for a specified time, suspension or dismissal from .the department,*
but not more than one months pay shall be'forfeited' for,
any one offense
Section. 8. This ordinance is hereby declared tor be urgent and
necessary to carry on "the" fomin of government provided for by the Charter`
of the City..of San Luis Obispo and is passed in order to. establish and .
maintain without intermission an effective city government, and to iira e
diately preserve . the public .p,oace,, health and safety, and shall go into
effect- immediately after its final passage
Section 9. This ordinance ze-peals all ordinances and, part =s of
ordinances in conflict therewith.
Section ,1Q. This- ordinance together with, the ayes, and noes shall
