At every r�-quired exit doorway, and wherever other,'Ase required to clearly indicate the direction of egress, an exit sign with plainly legible letters at least 6 inches high by 3,-1 inch stroke and readily distinguishable shall be maintained from all areas serving the occupant load specified in this subsection. SUBSECTION 3120.4.3 Section 13.209 UFC is added to read as follows: BUILDING ACCESS "(a) A'- least one exterior wall -and a portion of the roof of all buildings other than dwellings shall be within the.designed reach limitations of the.aerial ladder apparatus as it is parked on the closest public street or approved emergency access driveway. (b) oL.nnroved emergency access drive�,,ays (see 13.21"')91 (a) and 13.301 (c), shall conform to Appendix H. " (S ) SUBSECTION 3120.4.9 Section 13.301 (c) UFC is amended to read as follo:rs : "All premises where trailer coaches, mobile homes, combustible structures, buildings or portions of buildings, or hazardous amounts of any combustible or hazardous materials are constructed, located, or stored, access to such premises shall be provided conforming to Appendix I-I, :!ith San Luis Obispo City standard fire hydrants.provided at locations, eith-.,r on -site or within City sidewalk right- of-ojay as may be required by the Chief, and connected to a 1,aater system capable of supplying the fire flow required by the Chief." (6) Exceptions. 1. Cne -hour fire- resistive construction is not required in buildings whose ground floor area is less than 2000 square feet unless otherwise required by provisions of the San Luis Obispo Building Code. 2. One -hour fire - resistive construction is not required in buildings s- equipped throughout with an approved automatic fire extinguishing system unless other�,iise required by provision of the San Luis Obispo Building Code. 3. One -hour fire- resistive construction is not required in.buildings provided �jith automatic heat and smoke detec.ti systems prescribed by P•:urn.icipal Code Section 3120.4.10 unless`otherviise required by provisions of the San Luis Obispo Building Code." SUBSECTION 3120.4.12 Section 13.301 (f) UFC' is added to read as folloos : "1. General. All buildings constructed in locations which are beyond the four- minut -e. response time line shc.in on response map attached to Fire Department Report No. 2 -74, a copy of which is on file at Fire Department headquarters, shall be designed so that windows required for rescue of occupants can be reached with 24 -foot extension ladders carried on Fir- Department pumpers." SUBSE'CTIO,r 3120.4.13 :section 13.307 (a) UFC is amended to read as followrs. "every apartment house three stories or more in height or containing more than 15 apartments and every hotel three stories or more in height's ontainina 20 or more guest room! shall have installed therein an approved automatic or manually operated fire alarm sVstem designed to warn the occupants of the building in the event of fire. Such fire alarm systems shall be so designed that all occupants of the building may be warned simultaneously." SUBSECTION 3120.4.14 Section 13.308 (d), UFC is added to read as folio% %s : `,her. Required. Standard automatic_ fire extinguishing system shall be installed and maintained in operable, condition as specified in this chapter in the following locations: ;7) 1. In every story, basement or cellar of all buildings except Group I occupancies when floor area exceeds 1500 square feet and t-h -ere is not provided at least 20 square feet of opening entirely above the adjoining ground level in each 50 lineal feet or fraction thereof of exterior 1;1211 in the story, basement or cellar on at least one side of the building. Openings shall have a minimum dimension of not less than 30 inches. Such openings shall be maintained readily accessible to the 'Fire Department and shall not be obstructed in a manner that fire fighting or rescue cannot be accomplish -d from the exterior. '.'hen openings in a story are provided on only one side and the opposite oiall of such story is more than 75 feet from such openings, the story shall be provided with an approved automatic fire extinguishing system or openings as specified above shall be ,-rovi.ded on at least two si des of the exterior t.:Talls of the story. If any portion of a basement or cellar is locat:d more than 75 feet.from openings.required in this Section, the basement or cellar shall be provided with an approved automatic fire extinguishing system. 2. In anv enclosed useable space below or over a stairway in Groups B, C, and D occupancies. 3. In.basements or cellars larger than 1500 square feet in floor area of Groups A, B, C, and D occupancie 4. In all Group D occupancies, except jails, prisons, and reformatories, as required by California. : %d- inistrative Code, Title 19, article 9.10. 5. In Group E. D-4.vision 1 and 2 occupancies having an area of more than 1500 square feet; in Croup E', Division 3 occupancies having an area of more than 3000 square feet; and in Grou> E, Division n occupancies more than one story in height. 6. At the top of rubbish and linen chutes and in th-ir terminal room in other than Group I occupancies. Chutes extending through three or more floors shall have additional sprinkler heads installed within such chutes at alternate floors. Sprinkler heads shall.be accessible for servicing. s3 ) 7. In Group F, Division-2 occupancies used for retail sales when the occupancy is over 12,000 square feet in a single floor area or more than 2 stories in height; ho, ;,,ever the respective increases for area and height specified in Uniform Building Code Sections 506 and 507 shall be permitted. g. In Groups.4 and B Occupancies when the occupancy has over 12,000 square feet of floor area.-which can. be used for exhibition or display purposes; however, the respective increases for area specified in Uniform Building Code Sections 506 and 507 shall be permitted. 9. All buildings constructed in locations .,jhich are beyond the four- minute response time line sho -,,in on response map attached to Fire Department Report i`do. 2 -7411 a copy of which is on file. at Fire Department headquarters. Exceptions. 1. A Standard automatic fire extinguishing sLL ✓stem may be. omitted, with the Fire Chief's approval, in.buildings requiring less than 1,500 gallons per minute fire. flow as determined by the Fire Chief." Standard automatic fire extinguishing systems may be omitted, with the Buildin Cfficial's and Chief's approval, in buildings used exclusively for storage o use of high value electronic equipment made of non- combustibl materials, providing the building is equipped throughout with a heat and "invisible products of combustion other than heat" detector system of a tested and approved design, installed to the satisfaction of the Chief." SUBSECTION 3120.4.15 Section 13.303 (e) UFC is added to read as follows: "l.. All automatic sprinkler systems shall have a supply riser 1. ,jith an approved indicating control valve automatically monitored and interconnected by m� ans of a telephone lease -.line or by a method approved by the Fire Chief, so as to,indicate an alarm at Fir-. Department headquarters panels at any time that water is transmitted through the system or that supply valves are closed. (9) 2. All automatic sprinkler systems shall.be inspected by Fire Department representatives .at least once annually. Inspections shall include a function test and an inspection regarding unauthorized ,rater usage. SUBS:CTIO,d 3120.4.18 Section 13.314 (a) UFC is amended to read: "-:: ;hen required. Basement pipe inlets shall be installed in the first floor of every building, other than d-.rellings, having cellars or basements. Exception. Basements or cellars fully protected by approved automatic fire sprinkler systems, when approved by the Chief." SUBSECTION 3120.4.19 A. Sections 15.201 (a) and (b) UFC are deleted and Section 15.201 is added to read as as follo •!s : "The storage of flammable and combustible licxuids in aboveground tanks outside of buildings is prohibited." SUB.JL CTION 3120.4.20 B. Sections 15.2021 15.203, 15.2041 15.205, 15. .06, 15.207, 15.20Fs, and 15.209 are deleted." Section 15.407 (a) UFC is amended to read: (10) "(a) Aboveground storage of Class I flammable. liauids shall be limited to drums having an aggregate capacity of 500 gallons, located at lr,ast 50 feet from the nearest important building or line of adjoining property that may he built upon. Outside storage of Class II or III flammable liquids shall be limited to drums having an aggregate capacity of 1000 gallons, locat=ed at least 30 feet from the nearest building or line of adjoining property that may be built upon. These d i.stances may be reduced 50 percent if approved automatic sprinklers and drainage from exposure are provided." SUBSECTION-3120.4.21 Section 15.407 (c_) UFC is amended to read as follows: "Where more than ten (10) 55- gallon drums of flammable liquids are to be stored outside of buildings, plans shall be submitted to the Chief showing methods of storage, quantities to be stored, distances from buildings and property lines,. access ways between groups of drums, fire protection facilities, and provisions lFor drainage and runoff." SUES_CTICN 3120.4.22 Section 15.407 (d) UFC is amended to read as follo�,rs "Storage of flammable or combustible liquids in closed containers in quantities of 1000 gallons or less outside of buildings shall be located with respect to buildings or .line of adjoining property which may be built upon in accordance .,ith Table No. 15.407. These distances may be reduced with respect to %,jarehouses and industrial buildings of noncombustible or fire- resistive construction, provided that the distances to property lines as set forth in Table 11\1o. 1.5.407 are maintained." SUBSECTION 3120.4.23 Section 15.409 UFC is deleted. SUBSECTION 3l,2)0.-4-."-4. Secti.on 15.602 (b) UFC is amended to read as follows: "Class I, II, III, flammable or combustible liquids shall be stored outside of buildings in closed containers having a capacity of 55 gallons maximum in accordance with the requir--.ments of Section 15.407, or underground." (11) SUBSTCTTOM 3120.4.25 Section 15.602 (c) UPC is deleted. SUBSECTIC14 3120.4.26 Section 15.703 (a) UFC is amended to read as fol lovis : "General Provisions. Class I liquids shal'1 be stored in closed containers, or in tanks located underground. Class II and III liquids shall be stored in containers, or in tanks located underground." SUBSECTION 3120.4.27 Section 15.703 (b) is deleted. SUBSECTION- 3120.4.28 Section 15.704 (b) UFC is amended to read as follows: "Supervision. Every service station open to the public shall have an attendant or supervisor on duty ',%rhenever the station is open for business. qualified attendant shall remain at the immediatd area.'of the dispensing nozzle during the time that flammable liquids are being transferred." SUBSECTION 3120.4.29 Section 15.704 (f) UFC is amended to read as follo,,s : "Special Type Dispensers. Approved special dispensing systems such as, but not limited to, coin - operated and remote preset types are permitted at service stations, provided the provisions of Section 1,5. 704 (b) are m,�t, while the station is open to thy: public. The attendant's primary function shall be to supervise, observe, and control the dispensing of Class I liquids ; hil> said liquids are being dispensed. It shall be the responsibility of the attendant to prevent the dispensing of Class I liquids into portable containers not in compliance �,iith Section 15.703 (d), control sourc es of ignition, and to immediately handle accidental and fire extinguishers if needed. 1. The attendant or supervisor on du ty.shall be capable of perforcring the functions and - assuming the responsibilities covered in Section 15.704 (f.) 2. Emergency controls shall be installed at a location acce�tabl.e to authority having jurisdiction, but controls shall be not more than 10.0 feet from disp,-�nsers. (12 ) 3. Instructions for the operation of dispensers shall be conspicuously posted. 4. Remote preset. type devices are to be in the off position while not in use so that dispenser cannot be activated without the kno,vledge of the attendant." SUBSECTION 3120.4.30 Section 24.101 IJPC is amended to read as ollows : "(a) This Article applies to oil- burning equipment except internal combustion engines, oil lamps, and portable devices such as blow torches, melting pots, and weed burners. (b) The use of oil- burning equipment.in buildings other than dwellings shall require a permit from the Fire Department." SUBSECTION 3120.4.31 Section 27.101 (a) UPC is amended to read as follows: "AIo waste matter „combustible material or refuse shall. be burned in the open air within the C.i.ty, except barbecue fires and authorized agricultural.fire.s.” SUBSECTIO'1 3121;.4.32 Section 27.101 (b) UPC is' amended to read as follo� ;s : "Permits may be issued for ceremonial or similar types of fires when authorized by the Chief." SUBSECTION .',120.4.33 Sections 27.101 (c) and (d) UPC (1.3 ) are deleted. SUBSECTION 3120.4.34 Section 27.105 UPC is amended to read as follows: "(a) Every incinerator used shall comply with the provisions of this Section. (b) Incinerators shall be constructed in accordance with provisions of the Buil_ing and Mechanical Codes. (c) Every incinerator shall be constructed and maintained in accordance with the requirements of any Air Pollution Control. District having jurisdiction. (d) Every incinerator shall be equipped and maintained ti,;ith a spark arrester constructed of iron, heavy wire mesh, or other noncombustible material, .�ith openings not larger than ' -Z inch." SUBSECTION 31.20.4.35 Section 27.106 (a) and (b) UPC are deleted. (1.3 ) SUBSECTION 3120.4.36 Section 27.107 UFC is deleted. "'UBSLCTION 3120.4.37 Section 27.112 (b) UPC is amended to read as follo�,s "(h) Burning r_onined to incinerator; all burning shall be done in an approved incinerator, if: 1. permit to engage in such burning is obtained from the Chief." SUBSE'CTION 31_20.4.38 Section 27.201 (d) 11 •'C is added to read as follOWS . "All trash and /or garbage receptacles or containers within buildings shall be of sclid, all -metal construction. If not emptied at the close of each day, all such containers must be tightly covered rith solid, all - metal lids." SUBSECTICH 3120.4.29 Section 27.302 (a) Ur C is a-Mended to read as fol loi.!s : "For the- purpose of this section a fire alarm shall be deemed and construed as being any act as follo,.Is: The. giving, signaling, or transmission, whether by telephone, spoken word or Otherwise, information to the effect that there is a fire at or near the Mace indicated by the person giving, signaling, or transmitting such information." SUBSECTICN 312.0.4.40 Section 27.302 (c) UFC is amended to .read as follows: "It shall be unlaviful for any person to tamper !•!ith or maliciously injure any fire alarm (-"qui.)ment maintained C or the purpose of transmitting firm alarms." SUBSECTICPJ 3120.4.41 Section 27.414 (b) UFC is added to read as follows : . . "(b') The owner, occupant or other person having under his conL-rol any property, or materials on a property, damaged by fire shall, when ordered by the Chief, immediately secure ''he property against entry or unauthorized access by the public, ei -her by hoarding up all openings, fencing, barricading, .or other appropriate measures. Jithin thirty (30) days after written notice to do so has been (14) served, all debris .and /or damaged materials shall he removed from the property and proof furnished that contractual arrangements have been made for demolition, replacements, or repair of all fire damaged structures remaining on the property involved in the fire." SUBSECTION.3120.4.42 Section 30.114 UFC is amended to read as '..f ollows: "At every exit and kjherever other: -Jise required to clearly indicate the direction of egress, an exit sign with plainly legible letters at least 6 inches high by % ,,APPENDIX G NONFLAMMABLE MEDICAL GAS SYSTEMS (IN OTHER THAN HOSPITALS) 1. SCOPE: (a) These regulations shall apply to the storage, .piping or use of oxygen, nitrous oxide and other nonflammable gases for medical, dental, or other similar purpose in any area of any building other than hospitals as regulated by C.A.C. T -19 (covered under NFPA 56 -F) and shall apply to both new and existing facili- ties within the city. (b) Piping systems shall not be used for the distri- bution of combustible anesthetic gases. 2e DEFINITION. A piped distribution system shall be defined as consisting of a central supply with control equipment including one or more cylinders containing compressed gases or liquids, said central supply extending by means of piping to the points in the building where such materials may be required, and suitable station outlet valves at each use point. 3, SUPPLY AND /OR STORAGE: (a) Cylinders shall be designed, constructed, tested and maintained in accordance with current U.S. Department of Transporation (DOT) specifications and regualtionso (16) (b) All compressed gas cylinders in service or in storage shall be adequately secured by chains or other suitable means to prevent falling or being knocked over. (c) Each cylinder or group of cylinders shall be marked in a readily visible manner with the name.of the gas contained. (d) Each individual cylinder, or pair of cylinders interconnected by means of an approved rigid manifold, shall be equipped with an approved pressure regulating valve effectively reducing pressures to a maximum of 55 prig before entering cylinder leads (pigtails), wall manifolds or pipeline systems. Cylinder leads, flexible hose or other connections between the cylinders and the wall manifold or pipeline supply shall be of a type approved by the Fire Chief. Check valves shall be installed. to prevent the loss of gas from a cylinder, manifolded cylinders, or pipeline systems in the e.vent the safety relief device on an individual cylinder should function or cylindder connections should fail. (3) oxygen supply systems or storage locations shall be in a separate room or enclosure with a fire resistive rating of at least one -hour. Any doors .or openings from this room to the interior of the building shall be protected by a self - closing, labeled one -hour fire resistive assembly. Such rooms shall be directly vented to the outside of the building aL' both.the floor and ceiling levels by means of an arrangment equivalent .to combustion air ventilation.requirements for gas appliances. Minimum venting shall be thirty- six square inches so located that one -half of the required venting will be located within six inches of the floor and the other one -half within six inches of the ceiling. Rooms or enclosures for supply systems shall not contain any type of heating unit, electric or gas oper- ated appliance. No portion of any electrical system, other than explosion - proof, shall be within a supply or storage room. All cylinders (l I) on the premises, whether in use, awaiting use, or having been used, shall be stored in such a room. Such rooms may not be used for any other purpose. 4. PIPING (a) Manifolds and pipelines shall be seamless type K or L.(ASTM,B -88) copper tubing or standard weight (schedule 40) brass pipe. Gas piping shall not.be supported by other piping but shall be supported with pipe hooks, metal pipe straps, bands or hangers suitable for the size of pipe, and at proper intervals as follows, %inch diameter pipe or less at 6 foot intervals, 14 inch at 8 foot, 1 and !y inch at 10 foot. All fittings used for ,connecting copper tubing shall be wrought copper, brass or bronze fittings made especially for solder or brazed connections, or approved gas tubing fittings (NFPA 56F -157 413). Brass pipe shall be assembled with screw type brass fittings or with bronze or copper brazing type fittings. All joints in the piping, except those requiring screw connections, shall be made with silver brazing alloy or similar high melting point (at least 1000 degrees F.) brazing metal. (b) Pipelines installed in combustible partitions or in areas exposed to physical damage shall be protected by installation within a pipe or conduit. (c) The gas content of piping shall be readily identifiable by appropriate labeling with the name of the gas contained, said labeling appearing on the pipe at least once each 20 feet, in each room and each .story traversed by the pipeline. (d) Station outlets shall be of an approved type, equipped with a manual or automatic shut -off valve, legibly labeled with the name of the gas involved, and suitably located or recessed so as to avoid physical damage to the valve or control; equipment when attached. (18j (e) All piping, valves and fittings shall be of a type supplied especially prepared for oxygen service by the manufacturer and received sealed on the job. Particular care shall be exercised in the storage, handling and installation of all pipe and.fittings to prevent contamination. Tools used in cutting or reaming shall be kept free from oil or grease. Where contamination of any kind has occurred, the items affected shall be washed and rinsed as per NFPA 56 -29, 511. After installation of the piping but before installation of the outlet valves, all lines shall be blown clear by means of oil free., dry air or nitrogen. S. TESTS AND.INSPECTION. All portions of completed pipeline.systems shall be subjected to a standing pressure test at not less than 150 psig with oil free, dry air or nitrogen. Each joint shall be examined for leakage by means of soapy water. The source of test gas shall be disconnected and the system shall remain leak -free for 24 hours. All tests shall be witnessed by, and completed systems inspected and approved by a fire department representative prior to any use. 6. ADMINISTRATION AND MAINTENANCE: (a) All personnel involved in the administration, maintenance, use, handling, control or storage of nonflammable gases and /or the equip- ment required for their use shall be thoroughly familiar with and follow the procedures as described in NFPA Pamphlet No.. 56 B, "Standard for Inhalation Therapy ". (b) Each cylinder in a supply system shall be turned off at the end of each day or operation." (19) SUBSECTION 3120.4.4.E Appendix H is added to read as follows: "APPENDIX H Emergency Access Roadways 1. INTENT It is the. intent of this article to provide adequate emergency access roadways wherever necessary to allow ingress and egress of fire department fire fighting and rescue vehicles upon properties at the time of an emergency. 2. WHERE REQUIRED Public streets, or approved emergency access roadways contiguous with a public street, shall.be provided so as to allow emergency vehicles to within 150 feet of all one story buildings and to laithin 40 feet of all multiple story buildings, (see Chart H -1). 3.
