BE IT ORDAINED by the Council of the City of San Luis Obispo as follows:- SECTION I, That there exists and is prevalent in the City of San Luis Obispo an epidemic of what is known as and called "Spanish Influenza". and the preservation o f the public health requires immediate measures for'` the control and extermination of said epidemic: That during the period of said epidemic, which for the purposes of this Ordinance shall be deemed to exist until the issuance of the proclamation provided for in Section III of this Ordinance, every person appearing or being in any public street of said City, or in any public place, or in any assemblage of persons, or in anyplace where two or more persons are congre- gated except in homes where only the members of the family are present, and every person engaged in the sale, handling or dis- tribution of food stuffs, wearing apparel, household articles or furniture or household merchandise, shall, except when partak- ing of meals, wear a mask or covering over the nose and mouth consisting of four "Dly material known as butter cloth, or of find mesh gauze, which said mask shall be not less than five inches in width and seven in length and which shall at all times firmly cover the nose and mouth. SECTION II That during the period of such epidemic as aforesaid, LJ not more than three (3) persons sha 11. congregate at any one time in any of the public schools, theaters, moving picture shows, bo5ilin alleys, nickelodeons, churches; saloons, halls, lodge rooms, pool halls, card rooms, libraries, reading rooms, or other places whe e persons usually congregate for pleasure or social interco _rse�; PROVIDED That lodges and fraternal societies may hold their regular meetings, at which meetings there shall not be present more than the minimum number required by the constitution, by- laws or other rules and regulations of such lodge or fraternal society; and PROVIDED FURTHER That saloons may remain open for the sale of bulk or case good only, not to be drunk on the premises, and the same shall not 'be drunk on the premises where sold. SECTION III When the Board of Health of said City of San Luis Obispo shall determine that said epidemic of "Spanish Influenza" has ceased to exist in the said ' City of San Luis Obispo, said Board of Health shall communicate such determination to the !,,,ayor,of said City, who shall thereupon issue a proclamation proclaiming that said epidemic has ceased to exist. SECTION IV Every person who violates any of the provisions of this Ordinance or fails to comply with any of the said provisions is guilty of a misdemeanor and shall be punished by a fine not to exceed ' � �- or by imprisonment in the City Jail not to exceed / O days, or by both such fine and imprisonment. SECTIOlJ V This Ordinance, together with the Ayes and Noes shall be published for too days in the "Daily Telegram ", a news- paper printed, published and circulated in said City of San Luis Ubispo-, and is declared to be urgently required for the immediate preservation of the public peace, health and safety, and shall take effect and be in force immediately ypon its final passage.
