Waters avrab: None ABSENT: Bone AT"TEST: rcL KENTUCKY ST M � January U. 1960 Honorable Mayor and C3vy Council San Luis Obispo California Gentlemen: Since it appears that there maybe some controversy regarding the Gragg - Vansandt street deed on Taft Street, I feel it is worthwhile to place in writing my recollections of the events leading up to tonight's meeting. My first contact with Mrs. Gragg was at the request of the Council, after receipt of the petition of property oy-mers on Kentucky Street for formation of an assessment district to force the installation of curb and gutter across her Kentucky Street frontage. During this conversation she informed me that she did not want to be the only person on the street holding back progress but that she did not desire to place curb and gutter across her frontage until the question was resolved as to whether she Has paying taxes on and would be improving city owned property, With Mr. Fitzpatrick's help, I investigated this and found that both her city and county taxes were correct as assessed, I informed her that the portion on Taft Street, to be deeded by the city,, varied in width from approximately one foot at the Kentucky end to approximately ld feet at the, rear of her lot., She informed me that it was'not: worth the curb and gutter improvements for so small a portion of property, On this understanding, I instructed my crew to prepare the property description under one parcel. Meanwhile Mrs, Vansaridt, who had received the impression at the Council meet- ing, that the Couneilss' action in passing an ordinance to print constituted a final agreement for her to acquire the entire Taft Street frontage, had proceeded with, the 'installation ­of' curb "gUjter arid tidowal:k across the frontage of her :residence and curb and gutter 'along the Taft Street frontage of the Grarxg property.'*' Mrs. Varisairidt' eAft— Tito Ilia office and asked whether it would be proper for her to place sidewalk along the Taft Street frontage of the Gragg "property. I informed: "het that the'city had no objection to this or did it normally exercise any control regarding the limits of improvements placed by a property vaner. Some time later.- Mrs. Gragg informed me that.she.had all along dished to - acquire,.tha.Taft Street frontage and that she objected to the installation of sidewalk across this frontage since she 'intended to construct a° driveway ramp here arid' "did, not Vish to' °g'o 'to "the' 'eVense "of tearing, 'out curb, gutter and sidewalk in order to construet.the.ramp. I immediately called Airs,, Vansandt and asked her to hold upon the sidewalk installation and informed her that the city would describe the property on Taft Street in two parcels - one fronting her residence and one siding the Gragg property. (this had been agreed upon at the last Council meeting) She stated she had already contracted Honorable Mayor and City Council i January 18s, 1960 Page m2- vith Mr, Lenger-for the full improvements and wanted to know how she could be assured that she 'would not have tb pay for the full cost if she' did not acquire all of the'property, 'I informed her that the Council would probably deed the property to the highest bidder on the condition that the improvementa were in and'paid for by the party receiving the property, I suggested that she hold up payment of her contractor's ball until after the Council meeting, so that if the Graggs acquire one parcel they could pay the contractor instead. I informed both Mrs. Cragg and Mrs, gahsandt that the only way'I could see to settle the problem was for both of them to attend tonight's meeting and bid on the property if they gashed to acquire it. Miller Councilman 1) December 7, 1959 To Whom It May Concern: We, the undersigned, property owners on the 500 block of Kentucky Avenue request that the City Engineer investigate the existing situation on our street. The City is now in the process of repaving Kentucky Avenue. Seven of the nine property owners on this block have recent- ly installed gutters and curbs in front of their property. The property owners of 522 and 526 Kentucky Avenue have not done so. This detracts from the appearance of the street and furtherrlore is a much needed improvement as our newly paved street will be a path of mud when it rains. We feel that after the expense we have gone to in order to crake our street more attractive and a safer place for vehicles to operate on that something should be done, if at all possible, to com- plete the job already started. Any cooperation we receive from your Department in order to complete this job that cannot be efficiently executed unless all property owners comply will be greatly appreciated by the undersigned. October 24, 1959 We are submitting a detailed map of a portion of the Arlington Addition Block 8 as prepared by the Pacific Engineers & Surveyors Inc. We are interested in securing title to portion's of Lot 11 and Lot 12 therein and shown on submitted map colored with green pencil. These small portions of property were purchased by the state for right -of -way when the freeway was constructed through San Luis Obispo and later the unused portion returned to the City when the freeway was completed. Our intention is to develop our property which is zoned for R -4 and this narrow strip would give us the additional footage necessary in our plans. After confering with the City Engineers office, they inspected the area and suggested that after we had our property Surveyed and a detailed map drawn we would be better able to present it to you members of the City Council for your approvel.
