HomeMy WebLinkAbout0884ORDINANCE NO. 884 (1981 Series) Gy AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO TO IMPLEMENT ON AN INTERIM BASIS THE POPULATION GROWTH OBJECTIVES SET OUT IN THE CITY'S ADOPTED 1977 GENERAL PLAN LAND USE ELEMENTQ� WHEREAS, as one of its growth management objectives in the duly adopted 1977 General Plan Land Use Element the City recognized that it should seek to achieve a gradually reduced rate of population growth, compatible and coordinated with county growth rate reduction, both aimed at stabilizing and balancing with that of the state by 1990, with specific currently applicable stated goals as follows: 1. During the 1980's a maximum annual average of two percent will be considered appropriate, dependent upon the effectiveness of initial economic base stabilization of employment and enrollment growth. 2. After 1990 a maximum annual average of one percent, coordinated with the pop- ulation growth rate of the state, will be maintained; and WHEREAS, although the City and its environs are relatively rural and appear capable of providing ample room for new residential development there are some known -- e.g., water and sewer, as described above -- and several undefined finite resources which may constrain growth, particularly at its present rate, i.P., doubling every twenty years; and WHEREAS, both rate of growth and anticipated capacity, consistent with social, economic and environmental objectives, are critical issues; and WHEREAS, while all the basic resources (land, water, air) can accommodate some additional growth without severe impacts, eventually and inevitably growth must stabilize and stop or exceed resource limitations with distinctive social, economic and environmental ramifications; and 0 884 Ordinance No. 884 (1981 Series) WHEREAS, although certainly some additional growth in the City is accommodatable and, indeed, desirable the rate of growth must be managed in order to allow adjustment for problems and deficiencies, to avoid unintentionally exceeding still undefined constraints, and to allow time to understand and intentionally control development so as to reconcile it with finite resources; and WHEREAS, urban development should be programmed to assure that adequate water, sewer, fire, police, schools, recreation, and other public utilities will be available; and WHEREAS, in recognition of the above this council has directed staff to prepare a growth management plan which will detail the city's capacity for long term growth, desirable long term growth patterns and rates, and strategies for implementing those patterns and rates; WHEREAS, staff expects to complete its work on the growth management plan in 1981; and WHEREAS, pending completion and adoption of the growth management plan this codncil desires to impose' interim limits on growth, consistent with the rates and policies set out above; and WHEREAS, to assist this council in the adoption of said interim limits staff has prepared "An Analysis of Building Trends and Residential Construction in San Luis Obispo," dated December 1978, together with supplementary data for 1979 and 1980 a copy of which is on file and available at the Community Development Department. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of San Luis Obispo as follows: SECTION 1. A. To ensure compliance. and consistency with the general plan policies -- and their underlying concerns and rationale -- set out hereinabove, the City shall issue permits for construction of no more than the number of dwelling units set out below for the years indicated: -2- Ordinance No. 884 1980 through 1989: In each calendar (1981 Series) year the number of � dwelling units as calculated by the Department of'Community Development, which when occupied will have the effect of increasing the population by two percent of the estimated population on January 1 of such year. 1. For the purpose of this ordinance, the term "dwelling unit" shall include single family, multiple family and mobile homes. A "dwelling unit permit" shall include building permits and state authorization for mobile home.occupancy enabled by local land use regulations. 2.
