AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO
ESTABLISHING A CITIZENS' ADVISORY COMMITTEE
BE IT ORDAINED by the Council of the City of San Luis Obispo as follows:
SECTION 1. Part 6 hereby is added to Chapter 4 of the Article II of
the San Luis Obispo Municipal Code to read as follows:
"Part 6. CITIZENS' ADVISORY COMMITTEE
Section 2460. CREATED
There is'hereby established the Citizens' Advisory Committee of the
City.
Section 2460.1 COMPOSITION
The Citizens' Advisory Committee shall consist of thirteen members.
Section 2460.2 TERM OF OFFICE
(a) Members shall be appointed for terms of (2) years which shall
commence immediately upon appointment by the City Council.
Commissioners shall serve at the pleasure of the City Council
and may be reappointed; provided that no appointee shall serve
more than four (4) consecutive full terms (8 years). Appointment
to a partial term of office following an unscheduled vacancy
shall not preclude the appointee from serving four (4) consecu-
tive ,full terms following completion of the partial terms,
provided the partial term is less than one (1) year. Commis-
sioners who have served for six or more consecutive years at
the time this ordinance becomes effective shall be eligible
for reappointment to not more than one additionalterm.
(b) Vacancies shall be filled for unexpired terms.

(c) All of the procedures and requirements contained in the council-
adopted Handbook for Advisory Bodies shall be incorporated
herein by reference.
Section 2460.3 PURPOSE AND FUNCTION
(a) It is the purpose of the Citizens' Adivsory Committee to provide
a channel of communication between the citizens and the City
Council for the purpose of advising the Council on problems
of citizen concern and programs for the improvement of the
community.
(b) It is the function of the Citizens' Advisory Committee:
1. To discuss timely issues of community concern.
2. To inform the City Council, in writing, of any situations
in the city which are within the purview of municipal
government. The Council may elect to assign to the CAC
the duty of addressing the situation, and will give,
direction for action."
INTRODUCED AND PASSED TO PRINT by the Council of the City of San Luis
Obispo at a meeting held on the lst day of September , 1981, on motion
of Councilman Settle , seconded by Mayor Billig and on
the following roll call vote:
AYES: Councilman Settle, Mayor Billig, and Councilman Dunin
NOES: None
ABSENT: Councilwoman Dovey and One Vacancy
