SUBJECT: PH -16 Appeals of the Planning Commission's Decision Related to 1144 Chorro Street
Madam Mayor and Members of the Council,
Residents for Quality Neighborhoods (RQN) respectively requests you deny this project.
If you choose not to deny the project, we request you return the project with direction that the
floor area where alcohol consumption is allowed be significantly reduced and that the project
be re -configured to allow a mix of uses within the building.
One license, five bars. A relatively small restaurant area. Allowed occupancy of 1,118. Alcohol
consumption allowed in all parts of the over 24,000 square -foot building. Is this really the type
of establishment we want to add?
This is not just a Downtown noise and nuisance issue, it is, also, a neighborhood noise and
nuisance issue. Some of the 1,118 patrons will leave Downtown in vehicles; many will walk
through downtown neighborhoods to get to their residences in other neighborhoods. At a time
when residents, Cal Poly, Cuesta and the City are working together to change the student
(alcohol) culture and promote civility, approval of a mega "drinking" establishment such as this
sends a mixed message and is a big step backward.
As you know, the effects of the consumption of too much alcohol can lead to anti -social
behaviors. Such behaviors include rowdiness, vandalism of cars and property, theft and public
urination as well as other anti -social or "nuisance" behaviors. There are controls in place
downtown: Refusal of service to a patron who appears inebriated; a citation for someone who
is drunk in public or exhibits one of the anti -social, "nuisance" behaviors. But there are no such
controls in the neighborhoods. Neighborhoods already experience late-night crowds of rowdy,
inconsiderate bar/club patrons that roam from street to street; approval of this project can only
exacerbate those problems.
The City must do its part to stop enabling the alcohol culture that has created such negative
effects on our community. RQN respectfully requests you deny this project. If you choose to
allow another bar, request it be only a small part of a larger project.
