Mayor Marx and Council Members:
First of all, I want to thank Council Member Carter for his many years of dedicated
service on the Council. Many residents have appreciated your attentiveness, efficiency,
circumspection, tenacity, patience, and hard work over the years. I wish you the best in
your new career endeavor.
I do not believe a special election is necessary to appoint a replacement on the Council.
We, the resident voters, gave you four remaining Council members a solid mandate in
your last elections to represent us and I trust you will make a decision that is best for
r City for the remaining two years of Council Member Carter's seat.
.0 erefore, if you choose to appoint a replacement, I hope you do not base your
appointment solely on the candidate who received the next highest votes in the last
i
election. When Dan Carpenter was appointed to Council, the difference between he and
the next winning candidate was approximately 200 votes. Obviously, the two candidates
—ere very close in the minds of the voters. This last election was a different ball game.
re were over 3,000 votes between the lowest winning candidate and the next
,.dndidate. That should not be considered close enough to be a mandate by the voters.
As a long -time SLO resident, I would hope that you will consider a number of factors in
appointing a replacement such as the candidate's experience and knowledge of City
history in regards to policies, procedures, and goals, their active participation in the City
such as sitting on a City Board, Commission, or Advisory Body, frequent attendance of
City Council Meetings, good interpersonal and leadership skills, and a reputation of
integrity beyond reproach. Further, since being a Council member is nearly a full -time
job, I hope you will choose a candidate who will have the time and commitment
necessary to fulfill the obligations of this seat.
I hope you will be able to choose a candidate who will be able to fulfill these
demands. Thank you.
Carolyn Smith
San Luis Obispo Resident
