HomeMy WebLinkAbout09-28-2015 TC Minutes1 MEMBERS PRESENT: Susan Olson, Jane Worthy, Patty Andreen, Trey Duffy, Scott Loosley STAFF PRESENT: Ron Combs Mr. Loosley called the meeting to order at 5:05 p.m. PUBLIC COMMENT There were no comments at this time. MINUTES: Approval of Minutes of September 14, 2015 Mr. Duffy moved to approve the minutes as submitted. Ms. Worthy seconded the motion. The motion passed unanimously. TREE REMOVAL APPLICATIONS 1. 1155 Buchon (Oak) The applicant discussed the removal request and reported that the oak was right next to a small studio that he had plans to remodel, although the plans had not been submitted yet. He had been told that he could not build under the canopy of the tree. He was willing to trim the oak back so as to allow for the small addition to be built, but wanted to follow protocol. Mr. Combs stated that the large, healthy oak could be trimmed and have some root pruning done to allow for the development to continue. Minutes Tree Committee Corporation Yard Conference Room, 25 Prado Road, San Luis Obispo Monday, September 28, 2015 at 5:00 pm 2 The Committee discussed the application and did not feel they would be able to make any of the findings necessary to allow removal. The applicant agreed to prune the tree and withdrew the application for removal. 2. 2119 San Luis Drive (Oak) Shawn Collarman, applicant’s representative, discussed the removal request and stated that the owner was finding it virtually impossible to design a house around the tree and to be able to fully utilize the property. In addition to the location of the tree impeding development, the tree also created solar issues with its canopy. He reported that the owner was willing to do significant replanting elsewhere. Mr. Combs reported that the large tree was healthy and he could not make his removal criteria. M.s Worthy felt the proposed development scope was too large for the site in general and that a smaller house might not require removal of the tree. Ms. Andreen, Mr. Duffy and Ms. Olson felt it could be removed, as doing so would not harm the character of the neighborhood since there were a large number of oaks in the area. They all felt any house would have to be really small to accommodate keeping the tree. Ms. Andreen moved to approve the removal request, based on removal would not harm the character of the neighborhood or environment, and required replacement planting of one 15-gallon oak to be planted once construction was complete. Ms. Olson seconded the motion. The motion passed, with Ms. Worthy voting against. 3. 1892 Corralitos (Oak and mulberry) The applicant discussed the removal request, noting that he had inherited the property and stating there was a large root threatening to damage the foundation and sidewalks. He reported that there were several oaks on the lot and that site trees had been pruned. He felt the mulberry tree was diseased. Mr. Combs agreed the mulberry could be removed without a permit, but the oak was healthy and he could not meet his removal criteria. Mr. Duffy stated he saw evidence of foundation damage and supported the removal, noting it would not harm the character of the neighborhood. The Committee agreed with Mr. Duffy. 3 Mr. Duffy moved to approve the removal request, based on promoting good arboricultural practice and required the applicant to purchase a 15-gallon live oak to be donated to the City’s tree bank. Ms. Andreen seconded the motion. The motion passed unanimously. NEW BUSINESS  Fall Arbor Day Celebration to be held November 7, 2015 from 10 a.m. – 12 p.m. at Fire Station 1, located at 2160 Santa Barbara Street OLD BUSINESS  City tree removal process to be focus of Lunch & Learn program, scheduled for November 19, 2015 from 12 – 1 p.m. Mr. Combs is encouraging Committee members to attend the fabulous lunch. Enjoy a short presentation and discuss issues with City Planners, Engineers, Architects, Contractors and others who deal with and submit Tree Removal Applications. The goal is to streamline the processes and minimize confusion.
