It is apparent that yet another area of town has to struggle with maintaining its integrity as a "neighborhood ".
Since this is happening throughout our once - special city, many of us are concerned what is to become of San
Luis Obispo. In the early 2000's we feared "Isla Vista" occurring. Now only the verb tense has changed. It has
occurred in a very large area.
We ask that Commissioners representing residents be cautious. It is a fact that deteriorating neighborhoods in
San Luis Obispo is due to the proliferation of student rentals. Seeing the reversal in homeowner- occupied
homes, other residents leave. Investors rush in raising rents and subsequent sale prices that prevent young
professionals, and families like Councilman Rivoire's, from owning homes. I would label this a sick city.
Housing is OUR MOST IMPORTANT OBJECTIVE AND CAN BE ACCOMPLISHED WITH MORE DORMS.
Lest you become defensive, my statements refer to neither quality education nor students at Cal Poly. It is
simply that a demand for dorms is required by everyone and more publically by those of you representing San
Luis Obispo. Building plans, permits, reviews and /or appeals should never be considered without this
backdrop — especially in areas currently impacted. If the City Manager has not directed Staff to create an
"overlay" in these areas, is it not time for all of you and all of us to say time is of the essence ?!
You have personal knowledge that developers, builders and owners have intentionally deceived all of you.
Around a year ago, residents pled with Commissioners to question such a plan at 2008 McCollum. The floor
plan the "clever" architect /builder presented, you will remember, showed a nursery (yes, nursery as in baby).
Are you interested in the current use? A "satellite fraternity" that placed a sign (now removed). Which
fraternity? Pi Kappa Alpha, no longer allowed by Cal Poly BUT, operating in the City without a
conditional /special use or high occupancy permit.
My question is Can YOU help limit damage to neighborhoods to counteract a little of what C.P. is
causing? PLEASE START HERE 4 The Loomis /Buena Vista property.
1. Permit a house ---- a smaller house.
a. NO exemptions of height and side yard (what was Building Staff thinking when they sent this on ?)
b. NO substitution of rooftop for ground level outdoor space. (Same question for Staff).
2. No, Absolutely NO to Buena Vista driveway. It is dangerous for tenants and others.
a. The Loomis slope is buildable.
b. Others have done it. There are excellent submissions on slope.
3. NO to Secondary Dwelling Unit. If he is submitting BEFORE he plans to live here, NO!
a. Lower level to remain unconditioned.
b. PLEASE No prewiring, pre plumbing to make this convertible under the radar.
STAFF CAN STOP WITH EXCEPTIONS, EXEMPTIONS AND EXCLUSIONS. Any investor can take
responsibility for knowing ALL CODES and POLICIES or can sell the lot.
