Rental Inspection and inspection upon sale requirements. The high percentage of rental properties has proved to be significant source of illegal construction, code violations, and conversions. Additionally, the state and condition of the City's older housing stock is unknown. 2. Yard landscaping requirements. As water rates continue to increase there is a trend to remove water intensive landscaping and instead of replacing with low water landscaping, replacing with what I describe as "rock gardens ". This trend is exacerbated by the high number rental properties in the City which reduce upfront costs of plantings and ongoing maintenance to the owner. 3. Adoption of an amortization schedule for garage conversion carport requirements. Prior to the adoption of the garage conversion ordinance the code requirement was for one covered space and one space outside the front yard setback. This requirement was easily met by building an approved carport. Unfortunately these types of structures have serious negative impacts on the character of properties and neighborhoods. A 15 year amortization schedule that requires property owners to meet current standards for garage conversions would significantly improve property values for the community as a whole. 4. Required landscape buffer between adjacent driveway areas. Many properties have extended paving adjacent to the driveway out to the property line. Where both properties have driveways that are along the same property line and both are paved out to their respective property lines the result is a continuous z uninterrupted paved area. This type of pave -out seriously impacts the overall character of the ,neighborhoods. The City should adopt a 3 foot landscape buffer between property lines along the front yard setback area adjacent to the driveway. Thanks for your consideration.
