RE: Business 14, Action for City Civility Report Recommendations
Dear Mayor Marx and Members of the Council,

Residents for Quality Neighborhoods (RQN) appreciates the opportunity to provide our
comments on this item.
Civility Objectives
Obiective 1, item 2: Request SLOPD re -look this item. The problem that exists is not that
individuals are assembling. The problem is disruptive noise (i.e., disturbing the peace) and
crime that occurs during the late -night and early- morning hours emanating from streets and
sidewalks in the neighborhoods.
Obiective 1, item 3: Recommend a delay of no more than two (2) years to see if the updated
Unruly Gathering Ordinance has the desired calming effect. Other municipalities have used
"tagging" as a means to warn future partygoers that a particular residence has already been
cited for an unruly gathering and as a means to preclude future occurrences. If this item is
delayed until after the first full cycle of the Rental Inspection Program, that is a minimum of
four (4) years from now.
Obiective 2, item 5: See comments regarding objective 1, item 2, above. Evaluating best
practices and implementing strategies to reduce the number of disruptions from parties and
noise (emphasis added) in neighborhoods cannot occur without a thorough review of the ability
to address noise that comes from public spaces.
Objective 2, item 7: Recommend asking for messaging assistance from Cal Poly and Cuesta. In
our opinion, a trashcan education program cannot succeed without this significant messaging
assistance; otherwise NSS staff time will be concentrated on trashcans to the exclusion of code
violations occurring elsewhere.
Obiective 3, item 10: We agree with staff that the City should not be involved in providing a
neighborhood map (or listing) of housing rental properties. This would be a disservice to our
permanent residents who are renters and who may not want their home to be identified on
such a list, or to have individuals knock on their door to inquire if the home will be available.
Objective 5, item 19: It is unclear if the referenced subcommittee has already been created. If
it has, we would be interested to know the residents who were selected as well as the selection
process.

Regarding the composition of SCLC, we ask that you join with RQN in advocating for at least
three additional resident members.
Per Objective 6, actions 1 & 2, SCLC is charged with being the coordinating body responsible for
monitoring recommendations, recommending appropriate changes, and producing an annual
report on the state of neighborhood wellness. And yet those who are most affected and most
able to gauge whether a given action /activity has been successful and to assess the state of
neighborhood wellness - long -term city residents - are the least represented. See attached.
