SUBJECT: GFOA BUDGET PRESENTATION AWARD FOR 2015 -17 FINANCIAL
PLAN
The Government Finance Officers Association of the United States and Canada (GFOA)
presented a Distinguished Budget Presentation Award to the City of San Luis Obispo, California
for its two -year budget for the fiscal year beginning July 1, 2015.
The City of San Luis Obispo has received national recognition for its use of a two -year budget
process that emphasizes long -range planning and effective program management. Significant
features of the City's two -year Financial Plan include the integration of City Council goal setting
into the budget process and the extensive use of formal policies and measurable objectives.
The City begins its two -year budget process with Council goal- setting which follows and
extensive effort that engages City's advisory bodies and the community at large through forums,
workshops, and on- and offline surveys.
In order to achieve a GFOA Budget Presentation Award, a governmental unit must publish a
budget document that meets program criteria as a policy document, as an operations guide, as a
financial plan and as a communications device. Performance measures were added to the 2015-
17 Financial Plan based on review and feedback from GFOA of the previous financial plan.
It is the work, the commitment and active participation of the Community, Council, City's
advisory bodies, and all City staff that brought forth the Financial Plan and the acknowledgement
by GFOA that the City's budget meets very high standards. Please contact me with any
