Manager VIA: Katie Lichtig, City Manager COUNCIL MEETING: 0 l ( lei Iz O t (7 ITEM NO.: -7 Rig "CEIVED JAN 19 2016 -C _Cf ;' C,EI? IC SUBJECT: Consent Item No. 7 — Laguna l.zi Dredging and Sediment Management, Specification No. 91392, Contract Award and Budget Amendment A Council member has asked two questions regarding Consent Item No. 7 on the agenda for tonight's regularly scheduled City Council meeting. The questions are below, with staff's response shown in italics: 1) The recommendation is to award a consultant agreement for $445,000, but the original budget and amended budget comes to $450,000 - why the discrepancy of $5,000? The $5,000 in question was used to conduct updated lake survey work to include a new, geo- rectified aerial photograph of the lake under completely dry conditions this past summer. 2) The original budget called for $250,000 for "construction." What particular activities were envisioned with that $250,000 that is now proposed for the MNS contract? The approved Laguna Lake Dredging and Sediment Management CIP indicates that the intention of the $250,000 identified for construction was to begin setting aside funds: "The first phase also begins to set aside funding for implementation once all of the conditions precedent to beginning a physical dredging project are in place... "(Capital Improvement Plan, pg. 344). A request was also made to provide an update to Council on the Laguna Lake Accessible Path: This is a separate project (see Capital Improvement Plan, pg. 321) that is not on the January 19 City Council agenda; however, a brief update is as follows: The staff team reviewed 50% drawings last month. Minor adjustments were suggested to ensure that this facility can be constructed within the project budget of $250, 000. This project is being designed in -house by Public Works Engineering and it is on schedule for construction to begin this summer. Mr. Dan Van Beveren is the project manager (805) 783 -7715.
