The red circle (left) is around a non-native fig tree with several branches growing in the middle of the channel. Here is the channel (right) once the Fig tree and several other non-native species are removed to reduce the threat of debris being caught and backing up water. This activity was undertaken throughout the City where we own property or have easements for entry. Constructed System Storm Drain Pipes Culverts Drainage Inlets Constructed System – Pipe Cleaning and CMP Replacement Most significant annual investment of Measure Y/G funds after Annual Street Maintenance Program 2015-17; $1.1 M for Operations Vac -Con, crew and storm water staffing 2015-17; $1.1 M for Corrugated Metal Pipe Replacement Constructed System - Pumps Event Response Department Operations Center (DOC) Levels 0-5, with staffing increasing commensurate with event 4 Zones with 170 total ‘hot spots’ Provision for 24 hour coverage; Two 12-hour shifts Zone patrols, tree crew with supplemental staffing, streets crews, vehicle maintenance Emergency Operations Center (EOC) Activated at Level 3 with increasing levels of staffing Follows ICS principles with Incident Commander, Planning, Logistics, Operations, Finance and Liaison, PIO, Safety roles City Council (“Disaster Council”): Roles during a large-scale emergency Proclaim and/or ratify local emergency and approve emergency orders, as needed Oversee the release of official statements Work closely with assigned Public Information Officer (PIO) to coordinate media and public messages PIO is typically assigned to the Assistant City Manager Work with Emergency Services Director (City Manager) to ensure understanding of objectives stated in the Incident Action Plan City Council Roles (continued) Assist with community outreach and rumor control Liaison with other public officials Provide support to staff as requested by Emergency Services Director Most difficult role for all Emergency Operations personnel: maintaining “position discipline” Questions?
