As I have expressed before, I am primarily concerned about the following in regard to this development. Water Residents of San Luis Obispo have both been asked to conserve water and been charged more for water over the last year. Where is the water for this development? It seems that the 700 homes and additional commercial properties will put an additional drain - no pun intended - on the water available for current residents. I do not believe that it is prudent to grant new development anywhere in the City until this drought is officially over. 2) The Traffic Infrastructure. The amount of homes will contribute to an increase in traffic. The Los Osos Valley Road overpass is just now getting a facelift to accommodate the increased traffic that was generated by the big box development along Los Osos Valley Road years ago. It seems that the residences in the Avila Ranch development will contribute anywhere from 700 -1500 cars and multiple trips to that part of town on a daily basis. The commercial development is also going to generate even more traffic. The Avila Ranch development team should investigate creating an exit and onramp off Highway 101 before proceeding with a development of this magnitude. 3) Airport Safety In my previous research and conversations with members of the Airport Land Use Commission, the Avila Ranch development was underneath the intersection of three different flight paths. It was not condoned by the Airport Land Use Commission at the County level. Although Mr. Peck, the planner for this development, recently told me in a casual meeting that members of the ALUC have approved this plan that is being presented, I find that information surprising and would like to see it verified. I continue to ask the question that if, or rather when, there is an airplane crash that damages passengers, residents or both, who is liable? Is it the City, the developers or the residents who bought underneath the flight path and obstructed a safe, emergency landing? Is our local airport not trying to expand? Will this development hinder the growth of our regional airport? An Environmental Impact Report(EIR) should be executed that addresses the noise and fumes from the airport and how they will impact the wellbeing of residents and workers 4) Fire protection and impacts to emergency response times. It seems that a development of this magnitude would not meet the current criteria for appropriate fire protection and emergency response. I believe that a new new fire station may be needed to meet the needs of residents at Avila Ranch if built as it it is intended in this document. In closing, as the Architectural Review Commission , I understand that you are primarily concerned with the aesthetics of the proposed development. So I hope that the "architectural design" "relates to the pastoral character of the area and preserves view of agrarian landscapes," in your professional opinions. Also, on the last page of the document there is a footnote that states "There can be a reduction in the minimum requirement of houses /commercial development based on specific physical and /or environmental constraints." (Page 53) I feel that 700 (maximum) and the 500 (minimum) are far too many residences for this site due to my aforementioned concerns. The commercial development should be limited to 12,000 square feet and the homes should be limited to 100, IF THERE IS WATER. This will provide for current airport safety and preserve the rural character in that part of our City. Thank you for your consideration.
