MINUTES: Approval of Minutes of May 28, 2013 Ms. Ehdaie moved to approve the minutes as submitted. Mr. Loosley seconded the motion. The motion passed unanimously. TREE REMOVAL APPLICATIONS 1. 175 Hathway (Eucalyptus) There was no applicant or representative to speak to the item. The Committee felt the trees could be removed per staff's removal criteria. 2. 222 Chorro (Pine) There was no applicant or representative to speak to the item. NEW BUSINESS Due to summer scheduling issues, the next regular meeting was slated for Monday, August 19, 2013 at 5 p.m. 2 OLD BUSINESS Mr. Whipple discussed the removals/replacements of the 24" box lemon -scented eucalyptus at the Mission Plaza. The Committee agreed it was a good signature tree for the area. ARBORIST REPORT Mr. Whipple discussed the neighborhood planting in the Upham area of two 24" box camphor trees and reported that more would be planted in the near future. He also noted that the June 22 wood chip give-away was very successful. The meeting adjourned at 5:20 p.m. to next regular meeting, scheduled for 5 p.m. on August 19, 2013. Please add this to the Tree Removal Application prior to the Tree Committee Meeting. The two Birch trees requested for removal have become too large for their planting area on the uphill side of the retaining wall. That retaining wall is essential to the retention of soil between the two properties. 0002/004 When Mr. Sansom put a level on the wall, he found it to be out of plumb, indicating that the roots of the trees are slowly pushing the wall over. That is a very expensive and important wall between the properties, so Mr. Sansom and the neighbor, lielen Fisher, are very concerned about it. At the sidewalk where the wall terminates, the wall is separated ft-om the corner perpendicular wall by an inch or so, also proving that the wall is leaning due to the roots pushing against it. Therefore, Mr. Sansom would like to protect the wall by removing the trees and grinding the stumps, and to replant with more appropriate vegetation for that area. Thank you for your consideration. Six existing Coast live Oaks, Quercus agrifolia, have been approved for removal at the above project site. The remaining native oak trees will be trimmed in accordance to ISA standards. The diameters of the Coast Live Oaks to be removed are (4) @ 18", (1) @ 13", and (1) @ 12" as depicted on the grading plan. Specific Tree Mitigations and Protections Pertaining to the Project: The following mitigation measures must be fully understood and followed by anyone working within the dripline (critical root zone) of any of the remaining trees. Any clarification will be provided by the arborist. It is the responsibility of the owner and/or general contractor to provide a copy of this tree protection plan to any and all subcontractors that work around or within the dripline of the remaining oak trees and confirm they are trained in maintaining fencing, protecting root zones and conforming to all tree protection measures. Any future changes that would extend into the dripline of the saved trees will need to be reviewed by the project arborist before changes can proceed. 1. Tree protection fencing shall be positioned according to the plans and constructed as described below. The proposed fencing shall be placed at the edge of the dripline or line of encroachment for each tree. At a minimum, 4 foot orange safety fence shall be used and staked 8 feet on center with t- posts. A minimum of four zip ties on each stake should be used to properly secure the orange safety fence. The fencing should be up prior to any construction or grading begins. The owner and/or general contractor shall be responsible for maintaining an erect fence throughout the construction period. 2. All trenching within the dripline shall be hand dug. All major roots shall be avoided whenever possible. All exposed roots larger than 1" in diameter shall be cut cleanly with sharp pruning tools and not left ripped or torn. A preconstruction meeting between the project arborist and the grading contractor will take place before any grading or trenching occurs near the remaining trees. 3. Grading within the dripline or safety fence should not take place unless specified on plans. Grading should not disrupt the normal drainage pattern around the trees. Fills should not create a ponding condition and excavations should not leave the tree on a rapidly draining mound. 4. Any exposed roots shall be re-covered the day they were exposed. If they cannot, they must be covered with burlap or another suitable material and wetted down two times per day until re-buried. 5. Vehicles and all heavy equipment shall not be driven under the trees, as this will contribute to soil compaction. Also there is to be no parking of equipment or personal vehicles in these areas. All areas inside orange safety fencing are off limits unless pre-approved by the project arborist. 6. The existing ground surface within the critical root zone of all oak trees remaining shall not be cut, Idled, or compacted unless specified on the 6radin8 plans and approved by the project arborist. 7. No liquid or solid construction waste shall be dumped on the 8round within the critical root zone of any remainin8 tree on the project site. The stora8e of any material within the safety fencing is prohibited. 8. The project arborist will be on site durin8 any di68in6 or 8radin8 next to the 42" diameter coast live oak that is to remain. The closest place the footin8 of the house will be is 13 feet from the trunk which translates into minimal root prunin8 of 2" or less. This area will be hand dub and any roots uncovered will be cut cleanly. As a result of the design of the house, the health of the large oak and all of the remainin8 oaks in question should not be compromised if all tree protection measures are followed 9. Pruning on the remainin8 trees will be performed by a certified arborist or the project arborist will be on site. The removal of dead wood, thinnin8, lower limb removal and some crown reduction may be required, but no prunin8 shall take more than 25% of the crown as per ISA standards. The remaining oak trees on the site will be pruned prior to any construction.
