Staff has reviewed the concern regarding the oak trees, to clarify the oak trees are not required per the City
Regulations, only landscape to act as a visual transition from development to open areas. The residents hired
an arborist to attend the City Council Meeting on January 19, 2016, the arborist stated that oak trees can grow
in the soil on the site however they cannot grow to a height at which they would block views from Highway 101
(meeting minutes have not been finalized yet). There is no mitigation required to block views of the
development from 101 as the project is categorically exempt under CEQA.
