COMMUNITY DEVELOPMENT
We are the owners of 10 acres bordering on the east side of the proposed development, and have been here with
our residence/office and "gentleman's" horse/cattle operation for over 25 years.
We feel that residential, especially medium to high density residential, is not an appropriate use of this property.
It is obvious to us that the Developer is attempting to maximize the density to make the most money he can with
total disregard for the quality of life for those residing in the proposed development, and the IMPACT it would
have on the surrounding neighborhoods.
This proposed development is bordered on three sides by noisy, non-residential commercial businesses, and by
our neighbors and ourselves on the east side (ranchettes).
1. Upwind (north) is the Air Vol Block plant, which sometimes runs all night, and is very noisy (and we are 3/
mile away).
2. Also upwind is a concrete batch plant — which fires up at 3 to 4 am, and is very noisy.
3. Lockheed Martin has their drone development plant on Vachell Lane, which the proposed development
wraps around, and this facility runs their project drones 24 hours a day 7 days a week, for weeks at a time,
a couple of times a year. This is extremely noisy (and we are again % mile away).
4. The vineyard across Buckley Road to the south has wind machines that are quite noisy when running in
the early spring to protect the new growth when the temperature nears freezing. These machines usually
run for 3 to 4 hours starting around 3am (we are about one mile away).
5. There is a dog boarding kennel next to the vineyard, to the south, and this is quite noisy, when there is no
wind, to dissipate the noise (we are about 1 mile away).
6. There is a least one auto body shop near the end of Suburban/Horizon (1/2 mile away from us) that works
nights a couple of times a week, and can be quite loud.
7. During the spring/summer some business in the Suburban/Horizon area allows local rock band practice at
night (usually stops around midnight), and this is very loud.
8. This proposed development is in direct line up with the Airport's alternate runway, which can be quite
busy especially on weekends during nice weather (unlike what the Developer's Representative stated
during the last meeting).
We have lived here for years and have firsthand knowledge of our surrounds. The Developer's Representative has
not. He doesn't know/doesn't want to know/doesn't want others to know about the existing surrounding business
conditions.
We feel this development, as proposed, with the majority of the use as residential, especially high and medium
density residential, is quite short sided, if not just downright greedy on the Developer's part. We feel that it is a
totally inappropriate mix of use with the surrounding neighborhoods (commercial and residential).
We were very much in favor of the previous proposal as a high-end Commercial Park. We thought it was a realistic
use of the property, unlike this latest proposal. WE NEVER RECEIVED NOTIFICATION THAT THIS ZONING CHANGE
WAS PROPOSED (from Commercial Park to Residential) AND WE ARE ADJACENT LAND OWNERS! This proposed
medium to high density residential development is WAY TO HIGH in density for this location!
A suggested use would be 2.5, 5, or 10 acre ranchettes, which would fit into the existing southerly neighborhoods
very well.
I have lived in this community for 60 years, and have made my living as a small Contractor/Developer. I am also
pro -growth, and realize that this neighboring property will be developed sooner or later, but this latest proposal is
way off -base.
The draft EIR that is under preparation should most certainly address all of the above issues in addition to
automobile traffic circulation, emergency services, storm water runoff, water usage (which we believe would far
exceed the statistics that have been quoted in this Development Plan proposal), and a plethora of other concerns.
