My wife and I married in late September, having both lived in San Luis Obispo 30 and 50 years, respectively. We each owned a home in the Foothill Boulevard area and over time, each of us became surrounded by student rental homes. At both of our homes, we were regularly subjected to noise, especially in the form of loud music and shouting students and young adults. This noise very often kept us from enjoying peaceful weekdays, weekends, and/or evenings. So constant became these parties, group gatherings, and midnight celebrations that it became nearly impossible for my then girlfriend to achieve a sound night's sleep at her home because of the yelling partiers and booming bass thundering from the houses surrounding her home on three sides, the noise from which pounded all night long way too many evenings every week. Repeated calls to the police were essentially fruitless in most cases as the noise would muffle for a short pause and then kick back in worse than ever. The unchecked deafening throbbing of constant parties fueled by alcohol, etc. and driven by pounding, noisy music dramatically worsened over time. This culture of noise and mindless celebration became simply intolerable. We had to get out! When we married in September, we decided to sell our homes and purchase a new home together. We wanted very much to stay in SLO, but we wanted to find an affordable home in a relatively quiet part of town far from the loud student music, pounding bass, traffic jams and screaming party -goers. Far from Cal Poly. Far from the madding crowds. We found a beautiful home on the edge of the Santa Lucia Hills subdivision bordering on a large horse pasture. There is noise here, but it is airplanes (which as an airplane fanatic, I happen to love) a few trains, and occasional weddings (quiet by l Opm) at the farm across the huge field. All of these are tolerable by comparison. We have been very happy here. We got out and yet stayed in! NOW we find out that SLO Brew is seeking a permit to build an outdoor concert venue not very far from us, which will result in noise: loud music, booming bass, and screaming patrons! Furthermore and inexplicably, this noise will be allowed on weekend days from loam until l Ipm leaving no time for residents to enjoy their own backyards in peace. This is a family neighborhood, representing thousands of single family residents. It is not a place where a loud concert venue is appropriate. The wind currents carry noise powerfully and there is simply no way those concerts, with their enormously amplified music, the decibels of which are deafening, will not be heard loudly by everyone in this neighborhood. I played in a band for many years and I know from personal experience how loud the music is and how far it travels out of doors. This is wrong. PLEASE stop this horrible violation of our right to peace and tranquility. This kind of behavior has already all but ruined the Foothill area of the city. Families who have lived there for years are leaving the neighborhood — and the city — to get away from it. San Luis Obispo has to have areas that are safe for families to live in peace and without the burden that loud music and screaming young adults bring with them. Don't allow another area of this extraordinary city to be ruined. Sincerely, Daniel Kirk
