FILE NUMBER: ARCH -2193-2015 We understand that the staff is making a recommendation to you and the Architectural Review Commission finding that the proposed project is consistent with the City's Historic Preservation Program Guidelines and the Secretary of the Interior's Standards for the Treatment of Historic Properties. Section 14.01.110 of the Historic Preservation Ordinance titled Relocation of Historic Resources states that relocation of structures included on the Inventory of Historic Resources is the least preferred preservation method and shall be permitted only when: 1) The relocation will not significantly change, destroy, or adversely affect the historic, architectural or aesthetic value of the resource; and 2) Relocation will not have a significant adverse effect on the character of the historic district or neighborhood, or surrounding properties where the resource is located. The Sandford House proposal states that the structure will be "repositioned" not "relocated." We believe this is a misconception. The house is not being repositioned but relocated in order to build a 41 unit multi -family complex. Further, as a result of the house relocation, the surrounding neighborhood will significantly be affected by the construction of the 41 unit multi -family complex. This will completely change the historical character of the site. Therefore, the relocation/" repositioning" of the historic Sandford House does not comply with subparagraph 2 of article 14.01.110. We strongly believe that the San Luis Obispo Cultural Heritage Committee should recommend that the project be denied based on inconsistency with the City's Historic Preservation Program Guidelines and/or Secretary of Interior Standards.
