I'm writing to express my concern about the plans to make Luneta Drive a through street. Making Luneta Drive a through street would attract non-resident traffic and increase its daily traffic by an estimated 500% (according to city staff). This traffic increase would be similar on La Entrada, Palomar, S. Tassajara and Serrano. Making Luneta a through street would also directly violate section 8.1.1 of the SLO General Plan Circulation Element. This section says "The City shall design its circulation network to... discourage through traffic use of Collectors and Local streets." Luneta Drive is classified as a Local Residential Street in the General Plan Circulation Element. The city staff has not even considered other alternatives to making Luneta a through street. My request to you is that you urge the city to explore other alternative that will more effectively solve this problem, and especially that the city adheres to the statutes of its own general plan. I understand that the city wants to make Luneta a through street in order to relieve traffic on Ramona, but doing so would only put Luneta at its maximum daily capacity. At the same time, Ramona would still be at or above its maximum capacity (its currently over capacity). In other words, it would create two problems in an effort to slightly reduce one. Plus looking ahead, it leaves no capacity for future traffic increases on either street. This traffic should be redirected to Foothill (which can handle the capacity), not to Luneta. I understand that there is a private developer who will pay for making Luneta a through street, and that a project which simply redirects traffic from Ramona to Foothill might be at the city's expense. While I applaud the concept of having private developers pay to help the city, in this case the proposed solution isn't a solution at all. Please do what's right for the people of this neighborhood and insist that the city follow the statutes in our own General Plan. Thank you. Sincerely, Jackie Loper
