Subject: LUCE Update - Madonna Froom Property (SP -3 area)
Mayor & Members of the City Council;
I was a participant in the Citizens Committee that worked on the LUCE Update for over three years. I
participated in many, many meetings to discuss this broad overview of planning the future of our community. I
also participated in meetings where we discussed specific properties. I was recently asked if the LUCE Update
committee discussed and debated a maximum development elevation that should be applied to SP -3 (Madonna
Froom property). I was present at the meeting on July 1, 2013 when this property was discussed and I voted in
favor. The committee action taken was to recommend inclusion of the site as an expansion area for the City. As
I recall there was no discussion of a maximum development elevation and none was included in the committee
motion. Specifying a specific development elevation on an individual property was too much detail for our
committee to engage in.
