Minutes Tree Committee Corporation Yard Conference Room, 25 Prado Road, San Luis Obispo Monday, March 28, 2016 at 5:00 pm MEMBERS PRESENT: Susan Olson, Matt Ritter Angela Soil, Ben Parker, Scott Loosley STAFF PRESENT: Ron Combs Mr. Ritter called the meeting to order at 5:00 p.m. PUBLIC COMMENT There were no public comments. MINUTES: Approval of Minutes of February 22, 2016 Mr. Parker moved to approve the minutes as amended. Ms. Olson seconded the motion. The motion passed unanimously. TREE REMOVAL APPLICATIONS 1. 2912 Flora (Oak) The applicant discussed the removal request and stated the tree was a "volunteer" growing too close to the house and its roots were damaging the retaining wall and lifting the walkway. She also noted that the roots were running close to the water and gas lines. She discussed plans to re -landscape with drought -tolerant plants and to widen the walkway. Mr. Combs agreed the healthy tree was in a poor location and he could not make his necessary findings for removal. 2 Mr. Loosley saw evidence of the wall cracking but felt the sidewalk issues might be due to settling. He noted the tree would just get larger and cause more damage. Mr. Ritter agreed it was the wrong tree for the space. Mr. Parker moved to approve the removal request, based on promoting good arboricultural practice, and required one 15 -gallon tree to be chosen from the Master Street Tree list and planted within 45 days of the tree's removal. Mr. Loosley seconded the motion. The motion passed unanimously. 2. 1583 Royal (Tri -trunk redwood) The applicant discussed the removal request, noting concerns with "ponding" and drainage issues. He stated he roots were lifting the driveway and wall, as were affecting the neighbor's driveway as well. Mr. Combs agreed there might be lifting at the neighbor's property, but he could not make his necessary findings for removal. Mr. Loosley did not see significant damage on the applicant's property, but agreed there were some issues caused on the neighbor's driveway. Mr. Parker and Ms. Olson felt the tree would cause significant damage in the future. Mr. Ritter moved to approve the removal request, based on doing so would not harm the character of the neighborhood or environment, and required one 15 - gallon tree to be chosen from the Master Street Tree list and planted within 45 days of the tree's removal. Mr. Loosley seconded the motion. The motion passed unanimously. 3. 1705 Diablo (Redwood) Ron Rinnell, applicant's representative, discussed the removal request, noting the drought stress issues and that the roots were causing driveway damage, damage to the sewer lateral, and possibly damaging the neighbor property. Mr. Combs stated he could not make his necessary findings for removal. Mr. Parker agreed that there were root issues and that the garage door was being affected by lifting concrete. He felt the stressed tree was in failing health. Mr. Ritter agreed and felt the tree would cause worse issues as it grew. Mr. Parker moved to approve the removal request, based on undue hardship, and required one 15 -gallon tree to be chosen from the Master Street Tree list and planted within 45 days of the tree's removal. Ms. Olson seconded the motion. The motion passed unanimously. 4. 275 Madonna There was no applicant or representative to speak to the item. 5. 1752 Oceanaire (Liquid ambar) The applicant discussed the removal request and noted the chronic leaf drop year-round and that the constant seed pod production cause pedestrian problems. He was very concerned about droppage with small children playing in the area. He stated the driveway had just been replaced and was concerned that the roots would cause damage in the future. He wanted to replace it with two jacaranda trees and had plans to re -landscape. Mr. Combs noted it was a relatively healthy street tree. Mr. Loosley noted the gutters were lifting and that the tree had co -dominant leaders. Mr. Ritter moved to approve the removal request, based on promoting good arboricultural practice, and required two 15 -gallon jacaranda to be planted within 45 days of the tree removals. Mr. Parker seconded the motion. The motion passed unanimously. 4 6. 3480 S. Higuera (3 London plane; 3 strawberry) The applicant discussed the removal request and the plans to expand the parking area in the Tribune parking lot. He submitted new planting and expansion plans. Mr. Combs noted the trees were relatively healthy and he could not make his necessary findings for removal. Mr. Ritter felt the plan to expand the parking area was solid and agreed with the 1:1 replacement with Arbutus marina. Mr. Parker moved to approve the removal request, based on doing so would not harm the character of the neighborhood or environment, and required replacement planting to be implemented from the proposed plan. Ms. Soll seconded the motion. The motion passed unanimously. 7. 546 Higuera (Ficus) The applicant discussed the removal request, outlining the improvements planned for the property and the red house. He noted the driveway/approach needed to be realigned and that the tree was lifting the sidewalk. Mr. Combs stated he could not make his necessary findings for removal. The Committee discussed the scope of the project with the applicant. Mr. Loosley moved to approve the removal request, based on undue hardship, and required two 24" box trees to be chosen from the Master Street Tree list and planted within 45 days of the tree's removal. Ms. Soll seconded the motion. The motion passed unanimously. NEW BUSINESS Mr. Ritter reported that Trey Duffy had resigned his Committee position and that replacement interviews were in process. 5 OLD BUSINESS Mr. Combs discussed the project funding opportunities presented by the Measure G "extra funding" allocation and how it could benefit the Urban Forest division. He discussed the part-time position that could be created for a staffing assistant. The Committee favored staffing support being available to the department. ARBORIST REPORT Mr. Combs gave a planning and development update. This "Monkey Puzzle" tree is over 70 feet tall with a pronounced lean towards the apartment building next door. It grows large seed pods that weigh over 10 pounds and fall from high in the tree. Recently is has begun dropping branches that can weigh more than 2001bs. All of which pose an imminent threat to those below. If the tree were to fall the direction it is leaning it would demolish the two storey apartment building next door. Attached is an article from NBC news in San Francisco about a Bunya pine which is a close relative ad has seed pods of similar size. We feel that this tree is a large threat and liability and are asking for a permit to remove it for the safety of our tenants and neighbors. Kim Yonenaka reports. (Published Thursday, Oct. 8, 201 S) Navy veteran Sean Mace was visiting San Francisco during Fleet Week last October and had gotten what he thought was a great view to see the Blue Angels soaring across the sky. He got to the San Francisco Maritime National Historical Park at the Fort Mason Center early to secure his spot hours before the show. He read a book. And he fell asleep. F-7. San Jose Considers Changes to Rent Ordinance He woke up — the next day in a hospital — after a 16 -pound pine cone, or seed pod, fell from a tree at the park, crushing his skull and causing him to have permanent brain damage, short-term memory loss and other cognitive issues. "He still has a tremendous degree of anxiety," Mace's San Francisco attorney, Scott Johnson, told NBC Bay Area on Thursday. "He's in constant fear of getting hit on the head. It's like a bowling ball falling from the sky and hitting you on the head." Arroyo Grande, CA 93420 Attn: Chris PATHOLOGY REPORT: COAST LI VE OAK — HERRERO PROJECT Samples that included twig clippings with attached foliage, root tissue, bark, and pieces of what were described as possible conk material, arrived in our plant clinic for detailed diagnostic testing. Information contained in the detailed letter accompanying the samples indicates that this mature Coast Live oak (Ouercus agfftA4 is in marked decline; exhibiting extensive twig diebadc and loss of some major limbs. Detailed below are the final results of requested pathogen testing. All received tissue samples were given a preliminary visual examination, which included microscopy work. Leaf tissue placed under the dissecting scope was found to harbor immature whitefly nymphs, which are secreting honey dew and fostering sooty mold growth. The 'gall -like' structures on the twigs are due to parasitic wasps. Active sporulation was observed in association with cankerous twig tissue. Mounts of the spores and spore bearing structures were made for further microscopy examination. Supplied bards pieces contained no signs of wood -boring insects, and was free of visible fungal fruiting bodies. As for the portions of material described as possible conk tissue obtained from the root collar, these were identified as burl knots; undifferentiated plant tissue. Aside from the visual exam conducted, we also cultured out branch/twig tissue, leave tissue, bark, and root tissue onto a series of agar plates. Sample I d. Trees that are stressed tend to be more prone to infeq partunistic pathogen. For the most part Coryneum is considered to be a disease of 1 o importance use it primarily affects twigs and not large scaffold branches es identified, the whiteflies are the most serious as they can cause premature leaf drop when their populations become numerous. The parasitic gall wasps rarely pose a health risk to oaks, and for the most part are a cosmetic issue. In some cases however, they can cause necrotic patches to develop on lewAsswd may girdle small twigs. From our description of the tree's condition it unds as though decline is in an advanced state. If that is indeed ng aggressive treatment for the various issues identified makes much sense; especially in light of planned development around the tree. In my professional opinion, the most pnxk!nt thing to do would be to have this tree removed. Efforts can be made to preserve the smaller tree that is said to be in excellent health. A Anaheim CA 92807 (714) 282-8777 (714) 282-8575 fax www.waypointanalytical.com Page 2 of 2 Reasons For removal Tree #1— Larger Coast Live Oak We noted in early winter how poor this tree looked in comparison to other Oaks in the area. Lots of dead wood and defoliated branches. The leaves also had a yellow cast to them. The smaller Oak nearby was greener and its canopy was full. Now after some rain it looks better, however once the stress of summer comes the Oak is liable to decline further. Trunk examination found several smaller cankers and brown staining along lesions at the cankers. We had these and some twig and branch samples tested at Waypoint Analytical. I have attached the report for your review. My concern is three fold: 1) Phytophthora (this is not sudden Oak death) is a serious vascular plugging/root and crown rot. In addition Coryneum (also detected) is highly infectious. The combination of these two has made this tree decline. While there are fungicides that can be applied but with the amount of decline noted, fungicides applied now at this stage would be ineffective. Add to this construction stress and the possibility of these diseases spreading and we face a tree likely to succumb and possible spread to nearby trees_ 2) The tree has dropped large limbs that have become brittle. Both the vascular plugging from Phytophthora and the cankers caused by Coryneum are killing and desiccating branches. If a home is built below this tree this tree becomes a hazard. 3) Construction in the area is likely to add stress_ Likely part of the footprint will be touching the critical root zone. Severing even smaller roots will allow Phytopthora more entry places to infect. Once the home is built removing a dead tree becomes that much harder. Tree #2 — Smaller Coast Live Oak Since this is mostly an understory tree to the larger tree we see that this smaller tree has one sided growth (grew toward the light). I see no way to correct this through trimming. While we only had the larger Oak tested for disease it is highly likely that Coryneum has spread to the smaller Oak. It is also possible that Phytopthora can be found on its roots. R, Dark stain around lesions alerted me to possible pathogen. You can see cracked wood from drying of older canker. Areas tested positive for Phytophthora root and collar rot. Several of these spots around the tree.
