Regular Meeting of the Human Relations Commission
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Human Relations Commission was called to
order on Wednesday, April 6, 2016 at 5:00 p.m. in the Council Hearing Room located at
990 Palm Street, San Luis Obispo, California, by Chair Tasseff
ROLL CALL
Present: Commissioners Julia Jones, Paul Orton, Carol Sexton, Vice-Chair
Robert Clayton, and Chair Tasseff
Absent: Commissioners Gene Strohl and Maria Troy
Staff
Present: Tyler Corey, Housing Programs Manager; Jenny Wiseman,
Planning Technician; Monique Lomeli, Recording Secretary
ELECTION
ACTION: Motion by Commissioner Jones, second by Commissioner Sexton,
carried 5-0 to appoint Commissioner Robert Clayton as Vice-Chair and
Commissioner Michelle Tasseff as Chair.
CONSIDERATION OF MINUTES
ACTION: Motion by Commissioner Orton, second by Commissioner Jones,
carried 5-0 to approve the Minutes of the Human Relation Commission meeting
of February 3, 2016
PUBLIC COMMENT
No one was present desiring to speak during public comment.
BUSINESS ITEMS
1. REVIEW BYLAWS
There were no proposed changes to the Human Relations Commission
bylaws.

2. REVIEW 2015-16 GRANTS-IN-AID (GIA) MID-YEAR REPORTS
Vice-Chair Clayton reported on Access Support Network- AIDS Homeless
Prevention and Supportive Housing Program; Access Support Network -
Hepatitis C Project; Community Counseling Center of SLO County – Mental
Health Counseling and Referral Services; and Creative Mediation at Wilshire
Community Services – School Based Youth Conflict Resolution.
Commissioner Sexton reported on Women’s Shelter Program of SLO County
– Homeless Prevention and Self-Sufficiency Program for DV Victims; Rise
San Luis Obispo County – Sexual Assault & Domestic Violence Services;
Gay and Lesbian Alliance – Q Youth Group; noted that Community Action
Partners SLO – Forty Wonderful Program did not submit a mid-year report.
Commissioner Jones reported on ALPHA Pregnancy & Parenting Support –
From Struggling to Thriving Crucial Nutrition for Babies; SLO Syringe
Exchange Program – Prevention of Blood Borne Infections and Drug
Overdose; and Senior Nutrition Program of SLO County – Hot Lunches to
Seniors County Wide.
Chair Tasseff reported on Food Bank Coalition of SLO County – Senior
Brown Bag/Harvest Bag Distribution to SLO Residents; People’s Self-Help
Housing – Homelessness Prevention and Supportive Housing Services;
United Way of SLO County – 2-1-1 SLO County; Community Action Partners
SLO – Adult Wellness & Prevention Screenings; and Community Action
Partners SLO – Case Management Homeless Prevention/ Stable Housing.
3. PRELIMINARY 2016-17 GIA SUBCOMMITTEE RECOMMENDATIONS
Commission discussion ensued relative to the rationale for not providing
Grants – in – Aid to the following organizations:
• ALPHA Pregnancy & Parenting Support – Maternal Mental Health
• Assistance League – Operation School Bell
• Big Brothers Big Sisters of SLO County – School Youth Mentoring
• Camp Fire Central Coast – After School Camp Fire Clubs
• SLO YMCA – Scholarships for Day Camp for Underprivileged
Children
• Senior Volunteer Services – Central Coast Community Volunteers
(CCCV)
PUBLIC COMMENT
Anna Boyd-Bucy, Executive Directorof Big Brothers Big Sisters of SLO County,
spoke in favor of one fully funded program over two partially funded programs
when the organization submits more than one application.

COMMENT & DISCUSSION
Chair Tasseff requested a volunteer to represent the Human Relations
Commission at the Mayor’s Luncheon; Commissioner Sexton accepted.
ADJOURNMENT
Chair Tasseff adjourned the meeting at 6:52 p.m.
