Public Hearing Item No. 1; Review of amendments to Municipal Code Title 17:
Zoning Regulations.
This memo responds to questions regarding the proposed amendments to Muncipal Code Title 17:
Zoning Regulations.
1. Page PHI -12, regarding signs for garage sales (17.08.020.0.4.) Did Planning
Commissioners Fowler and Singewald say why they did not support this language to restrict
signs to only one sign? I couldn't find a specific discussion about why this language
was included and why there was disagreement among the Commissioners.
Staff Response: Commissioners Fowler and Singewald did not support the recommended
regulations sign requirements which allow one on-site sign, and do not allow signs to be displayed
in the public right-of-way. Other Commissioners disagreed that provisions should be added to allow
signs for garage and yard sales in the public right-of-way. The Commission held a separate vote on
the recommended garage and yard sales regulations, and voted 5:2 (Commr. Fowler and Singewald
voting no) to retain the prohibition on signs in the public right-of-way.
2. Page PHI -19, regarding bicycle parking, and requirements for on-site showers and
lockers. I'm not understanding this table in all its details. For instance, it seems to say that for
park-and-ride lots, if there are 100 parking spaces, then there need to be 10 bicycle spaces and
they would all be long term. But, would there need to be a shower and S lockers?? (section f.)
Staff' Response: The requirements for shower and locker facilities apply only to commercial
developmentand not to a park-and-ride lot. The requirements for shower and locker facilities would
only apply to commercial developments which require a minimum of ten (10) long term bicycle
spaces. As an example, it would take approximately 27,000 square feet of service commercial floor
area to trigger the requirement, and for retail uses the minimum development size would be 54,000
square feet to trigger the requirement to provide one shower and five (5) lockers.
