The proposal to build high density apartments at this location is contrary to the goals established for the City on
numerous grounds.
Any movement of the house, even on the same property, compromises the integrity of the historic resource under the
historic preservation ordinance chapter 14.01.070 C1, 3 which identify the structure occupying the original site with
foundation, and retaining setting, feeling and association as criteria for evaluation.
14.01.100 states relocation is discouraged due to the adverse affects on the significance of the resource. Per 14.01.110 B
relocation is the least preferred preservation method to be permitted only where consistent with the general plan. Here
there is no preservation of the Sandford House at issue. The developer seeks to move the house out of the way of his
project. Maximization of density to increase personal profit is not a criteria for relocation of historic properties.
The general plan calls for a park in this area of the City, not high density student housing to include the removal of
numerous large trees with their abundant aviary residents.
The property served as a residence since it was built. The fraternity use in the 1960's when the City allowed the student
complexes of Valencia and Tropicana on Ramona led to the R4 designation. The R4 abutment to R1 is contrary to
planning standards and an error from the past. The neighborhood deserves a close review of any projects proposed for
this location and not the disregard of City Code to the benefit of developers.
Members of the .Delta Tau House LLC have advised numerous neighbors that the property was offered to the City and
declined. At what level was that determination made? This seems to be the last possible location for a park and the
residents should have been advised.
