THIS ADDENDUM TO AGREEMENT is made and entered in the City of San Luis Obispo on
I A�. _ by and between the CITY OF SAN LUIS OBISPO, a municipal corporation,
herein rfter referred to as City, and FreshBuzz Media, Inc. hereinafter referred to as Contractor.
WITNESSETH:
WHEREAS, on July 27, 2015 the City entered into an Agreement with Contractor for the SLO Happenings
Promotional Plan and Services for the City of San Luis Obispo per Specification No. 91357; and
WHEREAS, the City desires to amend the scope of services to include expanded: media investments, events
curation, and collateral design and procurement; and
WHEREAS, the Contractor has submitted a proposal for this purpose that is acceptable to the City's
Promotional Coordinating Committee (PCC); and
WHEREAS, Contractor is qualified to execute the proposed services as presented to the PCC; and
WHEREAS, the City Council approved the Community Promotions program funding for 2015 -16 at its July
7, 2015 regular meeting.
NOW THEREFORE, in consideration of their mutual promises, obligations and covenants hereinafter
contained, the parties hereto agree as follows:

3. All other terms and conditions of the Agreement remain in full force and effect.

SUBJECT: SLO Happenings Agreements Addendums - FreshBuzz Media and GFL
RECOMMENDATION
As recommended by the Promotional Coordinating Committee (PCC), approve the agreement
addendums to the:
* Promotional Services agreement with FreshBuzz Media to include expanded media
investments, events curation, and collateral design & procurement and encumber
$5,210.41 to FreshBuzz for these services.
• Technology Services agreement with GFL include to perform technology enhancements
for the SLO Happenings web application (the "App ") and encumber $1,000 to GFL for
this development.
DISCUSSION
As referenced in the Council Agenda Report from July 7, 2015 for the Community Promotions
Program, the PCC thoroughly reviewed and formulated a new approach in fiscal year 2015 -16 to
the SLO Happenings program management. The PCC determined that it was most effective to
divide the contracted services between the functions of technology management and program
promotions.
Subsequently the City, through the selection and recommendation from the PCC, contracted with
GFL Systems for the technology management and FreshBuzz Media for the program promotions.
Over the first 8 months of the fiscal year the SLO Happenings program has been extremely
successful. The committee focused the work effort on redesigning the app for better user experience
and then focused digital marketing efforts on targeting app downloads by San Luis Obispo area
residents. Through these efforts, the app has seen nearly 10,000 new users via downloads.
Based on this success and the availability of program budget, the PCC requested for the SLO
Happening contractors to present options for technology and promotion enhancements during the
March 2016 monthly PCC meeting. The committee reviewed and discussed the proposal prepared
by FreshBuzz Media and presented by both FreshBuzz and GFL (Attachment 1). Unanimously, the
Tourism Website Redesign Agreement Addendum Page 2
PCC supported the various enhancement options and recommended fully fudging the proposal
(Attachment 2).
FISCAL IMPACT
During the July 7, 2015 meeting, the City Council authorized the City Manager to enter into
various contracts for the Community Promotions program as recommended by the PCC.

Currently the PCC has an available balance of $16,770.35 for Contract Services (7227). After the
deduction of $6,210.41 for these enhancements, the balance of $10,559.94 would remain for
additional contract service expenditures.
